    Health Officer

    International Medical Corps is therefore looking for a suitable candidate to fill the position of Health Officer  to be based in Damboa

    Job Summary:

    Under the direct supervision of the Health Manager, the Health Officer will be responsible for supervision of direct implementation of the health field activities in the intervention sites in Damboa LGA. He/she will closely work with the health team, partners, beneficiaries and all other stakeholders to ensure efficient delivery of safe health services in the assigned area. He/She will contribute to the development of strategies and manage existing programs and resources, and provide day-to-day supervision, management and coaching of health team, and ensure that International Medical Corps program is delivering the highest level of quality of health services in line with national and international guidelines.

    Main Responsibilities:

    • Oversee day-to-day implementation of health activities aimed at improved access to integrated immunization (Routine Immunization & Covid 19) and quality MNCH services to conflict affected communities in Damboa LGA
    • Overall management and supervision of the health assistants that are involved on the project
    • Participate in appropriate assessment of the health facilities and document needs in terms of essential drugs supply, training and any other area that can be supported by IMC
    • Work with the Health Manager and M&E team to carry out regular assessments and draft concept notes on the health needs in target communities
    • Work as the liaison person between IMC and the health facilities supported by IMC through the State Ministry of Health
    • Work with the Health Manager to develop and implement appropriate tools for drugs consumption monitoring in the supported health facilities
    • Support the Health Manager in conducting regular supportive supervision to the supported health facilities
    • Work with Health Manager and the M&E team to design templates and a system for monitoring the progress of the project activities
    • Plan, organise and facilitate trainings for the health staff in the supported facilities as well as community health volunteers as per identified training needs.
    • Contribute to the positive image and overall credibility of the organization, notably through the application of the organization’s Code of Conduct
    • Ensure submission of weekly, monthly and inputs to the quarterly/donor progress reports to the Health Manager and/or project management team in a timely manner

    Coordination:

    • Work closely with community structures to follow up on implementation of health activities and support
    • Supervise the implementation of sensitization activities whilst collaborating with key stakeholders
    • Represent IMC in LGA-level coordination meetings and conferences as necessary when requested

    Reporting:

    • Support to track the progress of activities, challenges encountered, lessons learned and good practices and compile collected data, pictures and other information from the field
    • Pass on any information or problems to his/her direct and/or indirect supervisor concerning his/her task, IMC programs, or safety aspects
    • Keep monitoring tools and files archived at the IMC office, ensuring their availability to his/her supervisor
    • Compile information to ensure that the health situation in the area of implementation of the program is achieving the expected result, when required
    • Provide feedback to the programme team based on the field monitoring visits
    • Support the project team in developing high quality project/programme reports
    • Liaise with M&E Team to ensure timely submission of contributions, support the M&E team in analysis of beneficiary data collection through the various tools.

    Qualifications and Experience:

    • Bachelor’s degree in Health Science, Nursing, or any related field
    • Previous experience implementing health programs for displaced populations
    • Three (3) years working experience in health programs, preferably with an INGO
    • Previous experience implementing capacity building programs for health partners
    • Strong skills in drugs consumption monitoring (designing and implementing tools to this effect)
    • Experience in dealing with local contractors (follow up and supervision of rehabilitation work on health facilities)
    • Computer skills (Microsoft Office, Excel and power point),
    • Excellent report writing, communication and analytical skills
    • Excellent communication skills and a willingness to be respectful, kind, sensitive and empathize with children and their care givers.

    IT Officer

    International Medical Corps is therefore looking for a suitable candidate to fill the position of IT Officer to be based in Maiduguri.

    JOB SUMMARY:

    • Provide technical support to IMC Nigeria main and field offices, including servers, networking, computers, cabling components, printers, phone system, routers, switches, as well as internetworking protocols (TCP/IP).
    • provide technical support to main and field offices, field staff, roving staff, volunteers, and visitors for all computers/tablets/smartphones/modems (both hardware/software), AV equipment, printers, server, and networking equipment issues. The IT Officer primary role is to support, analyze, document and standardize computer hardware and software systems.
    • In addition, the IT/ICT Officer must be able to effectively install and repair computers in a timely manner, as well as, assist in various IT/ICT projects and training of end-users with varying levels of competency.

    DUTIES AND RESPONSBILITIES:

    The Information Technology Officer shall be accountable on the following key areas in Maiduguri, Kano and Damboa field offices of International Medical Corps program in Nigeria:

    Hardware Support

    • Configure and install systems and set up new users.
    • Carry out routine preventive maintenance/checks, and troubleshoot problems with his/her assigned field offices. Ensure all IT hardware equipment and computer accessories/peripherals are maintained effectively.
    • Ensure all IT problems within the aforementioned offices are identified and solutions found and implemented.
    • Perform IT hardware inventory update as necessary.
    • Set up projectors, printers, photocopiers, fax machines, digital cameras, etc. for everyday office use and as necessary for meetings, etc.

    Telecommunications Management

    • Ensure the field/sub-field bases supported by him/her have a well-installed and functioning voice network (IP PBX). All devices are functioning and the service is cost effective
    • Troubleshooting technical problems with mobile subscriptions and IP Phone.
    • Ensure radio and satellite equipment is operational. Ensure satellite phones are working and SIM cards are activated at all times

    Asset Management

    • Ensure good asset management at the office(s) he/she is supporting through maintenance of an accurate and up to date asset register and inventory tracking system, in close collaboration with the Logistics and Administrative Support Assistants
    • Responsible to make sure that all assets (IT and office equipment) are correctly used
    • Oversee the issuance and return of assets to/from staff and record all asset movements and disposals of IT equipment

    Incident Management

    • Providing first level on IT helpdesk support in assigned field offices
    • Communicating any service disruptions to users, opportunities and other relevant policies
    • Carry out any other tasks required by the line manager

    Security and Backup

    • Keep the network and all computer systems safe, secure and virus-free.
    • Report any alleged or suspected misuse of IT systems/equipment, lapses of security and major violations of organizational standards to the in-country IT representative.
    • Ensure proper backup of all staff information, files and folders

    QUALIFICATIONS

    • At least 2 years working experience in a similar position.
    • Proven knowledge of hardware maintenance and ability to solve simple hardware problems; this includes set-up and management of network devices e.g. printers, scanners, etc.
    • Solid experience in maintaining, trouble-shooting and administering a Microsoft Windows-based (local area) network
    • Solid background maintaining, trouble-shooting and administering a Microsoft Windows server 2008.
    • Knowledge of Microsoft Windows operating systems, including XP, Windows 2003, and Window 7, and Microsoft Office applications (Word, Excel, PowerPoint, etc.)
    • The successful candidate will have excellent communication, organizational skills, including the ability to manage several tasks simultaneously; have strong interpersonal and networking skills and the ability to work with a diverse range of people.

    Health Manager

    International Medical Corps is therefore looking for a suitable candidate to fill the position of Health Manager  to be based in Damboa.

    Job Summary:

    The Health Manager supervises the implementation of the health program which will focus on improving capacity to coordinate, plan, prioritize, supervisor, monitor and provide technical oversight to delivery of quality integrated PHC services with focus on MNCH, RI and COVID-19 vaccination and PHE’s including cholera, measles and other VPDs. The Health Manager will oversee improving the capacity of PHC’s and service providers to deliver quality PHC services at static PHCs – focusing on capacity building of health workers, HR SURGE support and quality assurance as well as improving capacity of community structures – agents and members including community health workers to promote and support the adoption of positive care and protection practices by individuals and families for all children and women. The Health Manager also participates in key decision making for the health program in the operation area as a member of Health team. Together with the program staff, he/she participates in defining intervention priorities, develop necessary contacts and relationships with government, non-government, donors and UN agencies at the field level as well as actively represent IMC in Cluster/ Sector coordination forums. He/She will be expected to ensure timely, quality, accountable and protection-sensitive delivery of the health intervention in 4 PHCCs in Damboa LGA in line with the national, international and donor guidelines.

     Main Responsibilities:

    •     Coordination and technical implementation of the project by ensuring program quality and completion of activities within allocated funding and project period.
    • Works in close collaboration with the Program Director and Health Advisor on the health strategy for projects, the quality of activities, the technical choices to be made, and reporting obligations.
    • Ensure high quality project implementation in accordance with donor and IMC regulations as well as in line with agreed log frames/indicators, budgets, procurement plans and work plans.
    • Ensures the proper functioning of the health program falling under his/her responsibility, and ensure compliance with goals and objectives defined in the project proposal/s. Notably, he/she tracks the performance indicators defined, reports on progress, signals any difficulties encountered and proposes improvements or reorganization on a need basis.
    • Ensures that proper medical protocols are implemented according to international and national recommendations and guidelines.
    • Ensures proper archiving of all the documents, tools and training materials produced in the context of project/s and ensures the availability of the verification sources mentioned in the proposals.
    • Works with the MEAL team to identify health needs in assessments of existing and new program locations.
    • Under the supervision of his/her immediate supervisor fully collaborates with other technical departments and programs to ensure the proper implementation of IMC multi-sectoral integrated approach.
    • Identify the training needs of the team, health workers and volunteers and develop training pland to build their capacity on health response and service delivery.
    • In coordination with the Pharmacist and health staff, he/she ensures appropriate storage of medications, medical consumables or equipment specific to the project.
    • In the context of identifying new operations, he/she contributes to the preparation of health project proposals.
    • Participates in the strategy development of the mission to support the health functions.
    •     Participates in Budget/ Pipeline management meetings for the health project.
    •     Assist in any other tasks when required

    Coordination:

    •     Pro-actively communicate and coordinate with other IMC teams (program and support functions) to ensure safe, timely, effective and accountable achievement of objectives and project targets.  
    •     Represent IMC in meetings relevant to IMC’s Health work in Nigeria, including meetings with partners, donors, government officials and cluster/coordination meetings.
    •     Ensure IMC’s programming approach is known and correctly understood by all stakeholders at field and State level.
    •     Pro-actively liaise and build good rapport with INGO, UN, local authority officials, community representatives, and any other relevant stakeholders in the field contributing to shaping the overall Health strategy of the NE Nigeria response and beyond.
    •     In the event of visits from Donors, he/she participates actively in the preparation and the smooth organization of the visit include support supervision.

    Administration: Finances, Human Resources, and Logistics:

    •     Ensures that program needs at the field site are met with adequate operational support through regular meetings with project staff, Finance-Administration, Human Resources and Procurement Supervise the project staff, health staff and community volunteers supporting the project.
    •     Routinely monitor health staff performance according to their job description and set objectives and provide appropriate and timely feedback to health program staff regarding their performance.
    •     Coordinates with the Logistics department on delivery of essential drugs and medical equipment to the various health facilities and any other logistics needs for the project.
    •     Liaises with Finance department on payments needed for services intended for the project

    Monitoring, Evaluation, Accountability, and Reporting:

    • Integrate MEAL approaches and activities into program plans and operations, outlining how MEAL will be implemented at each stage of the program cycle
    • Support country MEAL team in establishing MEAL system, data collection tools, and a formal mechanism to capture, monitor, respond to and act on feedback and complaints from communities.
    •     Ensure all staff and volunteers receive basic communication and complaint handling skills training.
    • Ensure staff know how to receive, record, and refer (to the CBFRM) feedback and complaints should they be approached by a member of the community
    • Ensure staff know how to provide basic informed consent (explaining what happens to feedback/complaint, timeline, how they can contact IMC, how/when they should receive a response from IMC, rights/limitations regarding anonymous complaints, etc.).
    • Based on findings, lessons, feedback and assessment data generated from MEAL system, identify and utilize the best approaches to provide communities with relevant and actionable life-saving and life-enhancing activities and information
    • Transmit the internal and external weekly, monthly and quarterly reports to his/her immediate supervisor while making sure to meet the internal deadlines for endorsement and donor contractual deadlines.

    Job Summary:
