    Programme Assistant - Project Coordination

    OVERVIEW OF THE FUNCTIONS OF THE POST

    The post is located in the Abuja Office Education Sector and works under the overall delegated authority of the Head of Office and the direct supervision of the Education Programme Specialist. 

    • As a team member, the Programme Assistant coordinates and performs a full range of office support, administrative and management support tasks for the smooth and efficient organization and delivery of programme activities/ projects. The focus is on information management and monitoring (programme and budget/financial administration of the Education and Youth Empowerment in Nigeria (2nd phase): Expand, Integrate and Strengthen Systems (EISS) to build teachers’ capacity and resilience project under Education sector), event orchestration and provision of administrative support in contracting property management.
    • The post delivers a range of support services for information management and monitoring (programme/ project and budget/financial administration), event orchestration and provision of administrative support and guidance in contracting management activities. Work entails implementation of communication, documentation and internal managerial coordination support activities within the Section/Unit. The incumbent accurately and in a timely manner, researches and produces a range of documents, reports and other outputs. 
    • The post has a critical role in identifying the source of errors and/or missed deadlines in budgetary data and following up with reconciliation of same. Inappropriate balance or report statements can be the result of data compilation or entry errors. Programme Specialists rely on this information for planning purposes.  
    • Work requires a total understanding, application, analysis and interpretation of UNESCO`s Financial and Administrative rules, regulations, procedures, practices and use of a variety of UNESCO automated tools and systems associated with the management of data, records and information. procurement and event coordination. There is also a requirement to have knowledge of various software used to prepare correspondence, reports, graphs, presentations etc such as MS Word, Excel, Power Point etc.

    Specifically, the incumbent will:

    • Track and report on programme activities;  prepare project evaluations reviewing budgetary data/ information from current or past initiatives. Respond to enquiries; monitor the  budget of the projects and programmes within the Section/Unit in compliance with programme and budgetary requirements and financial regulations; alert the supervisor of errors/ omissions/ discrepancies observed and undertake corrective action. Collate information and draft regular and ad hoc budgetary/ financial updates, reports, statistics and/ or projections for use and scrutiny by management/ staff as well as donors. 
    • Provide support in programme administration with regard to the preparation of outreach activities,  partnership initiatives and special events. Track, retrieve, research files, reports, other records and past practices; gather and collate background information; verify information for relevance and accuracy; analyze and summarize information; identify elements of interest; prepare draft dockets and charts; assemble documents, prepare reports, presentations, speeches, etc. according to standards and formats. Look for possible venues; prepare list of participants; draft invitation letters, etc. Process requests for translation, printing, dispatch of information documents for statutory meetings; coordinate the delivery of translation services; complete forms and process requests for reservations for webcasting, recording, transcription of debates and follow-up on progress.
    • In collaboration with team members, assess administrative support needs for meetings/ events/ workshops/ seminars, travel, document processing/ publication production and consultants/temporary assistance, and coordinate office support services for the same.  Inform management and team members of process, procedures and timeframes to secure administrative services needed for programme/ project execution. Initiate a variety of contractual documents using examples or templates; identify consultants, suppliers (from a roster), and prepare purchase requisitions in accordance with instructions; verify requests for payments against contractual obligations in the financial system; process contractual transactions and provide information on payment status and remaining obligations to the responsible officer. Prepare minutes and monitor follow-up activities.
    • Provide  guidance and support for project and programme reporting requirements; prepare paperwork, submit and prepare requests for approval of HR-related initiatives (e.g. recruitment of temporary personnel, transfer, etc.). This can also include processing visas, security cards and other documentation; preparing regular and ad hoc reports on HR movement, leave usage etc, for the supervisor, or on other staff resources funded via the extra-budgetary envelope. Initiate travel authorization and make travel arrangements, for team staff; provide assistance to partners and stakeholders as required. Provide guidance to  staff on general office processes and procedures, automated systems, computer applications, etc.
    • Maintain/ update programme and project documentation and records, research, and track background information and documentation; maintain electronic and hard-copy files/ records/ data sources up-to-date on budgetary data, contract, personnel and other administrative matters; update staff and equipment listings; ensure the proper creation and closure of files and the safe retention of the same. Provide general office assistance, receive, register, review and draft correspondence, emails and type a variety of reports and tables to document/ transmit administrative or budgetary information; verify outgoing correspondence for completeness, accuracy and compliance with UNESCO format standards; maintain mailing lists and other contact lists. Handle routine administrative tasks, such as maintaining, assessing telephone billing, etc.
    • Perform other duties as assigned by the Head of Office or the Supervisor.

    Monitoring & Evaluation Project Officer

    OVERVIEW OF THE FUNCTIONS OF THE POST

    • Under the overall authority of the Head of UNESCO Office, the direct supervision of the Education Programme Specialist in the UNESCO Abuja Office and in close collaboration with the National Project Coordinator, the incumbent shall contribute to the monitoring and evaluation of the Expand, Integrate and Strengthen Systems (EISS) to Build teachers’ capacity and resilience project implementation.
    • The Monitoring and Evaluation Officer is a core member of the project management team at the federal level and in the six project states of Adamawa, Bayelsa, Enugu, Katsina, Oyo and Plateau. S/he will work with the project team and partners to develop a robust Monitoring & Evaluation system including logical frameworks and ensure tracking of the programme’s results at different levels (activity, output, and outcome impact).

    Specifically, the incumbent will:

    Monitoring and Evaluation procedures

    • Support with the development of M&E workplans following the logical frameworks.
    • Develop M&E dashboards and data visualization for the project to ensure that updated and accurate results (including data analysis) are accessible internally and for external sharing (e.g. EU, UNCT, EDPG, NEG etc…)
    • Support the development of a standardized reporting mechanism to be used by all Implementation Partners.
    • Develop a Feedback Mechanism for the intervention.
    • Continuously strengthen and recommend further improvements in the existing M&E system, processes, and tools. 
    • Ensure that the project team and partners at the Federal and State levels have clear understanding of the M&E system, processes, and tools.
    • Support the process of Annual School Census and the collection of Education data at the Federal and State and levels.
    • Support beneficiary states to achieve timely and quality reporting to the Education Management System in Nigeria. 
    • Work with partners, particularly TRCN, UBEC, NEMIS to ensure up to date documentation of data on teachers as it concerns the project states and at the National level. 
    • Support UNESCO Education programme and projects assessment and evaluation process in Nigeria. 
    • Monitor contextual updates, keep abreast of new M&E approaches and tools and engage in relevant coordination/information-sharing meetings as required to inform the project. 
    • Participate in relevant M&E Working Groups (e.g. UN M&E Group, UNSDCF Result group on Education and Data; and FME Data Repository group etc) and other required internal and external meetings.
    • Ensure timely entering of UNESCO Education data in the UNinfo portal. 

    Monitoring and reporting

    • Review monthly/periodic progress reports of Implementation Partners and ensure they have evidence to back-up and provide feedback to the respective Implementation Partners.
    • Provide further M&E guidance/capacity building to Implementation Partners and UNESCO team on the M&E system, processes and tools.
    • Update the M&E dashboards with accurate data on a regular basis.
    • Flagging of operational issues and risks requiring timely actions.
    • Support third party monitoring efforts.
    • Support the Expand, Integrate and Strengthen Systems (EISS) to Build teachers’ capacity and resilience project with provision of inputs, information, and statistics for quarterly, annual, and other reports. 
    • Ensure disaggregated data (such as by Sex, Age, Disability) are consistently adhered in program delivery including reporting and project design.
    • Perform any other duty deemed necessary by the Head of Office or Head of the Education Sector.

    National Project Officer

    OVERVIEW OF THE FUNCTIONS OF THE POST

    • Under the overall authority of the Head of UNESCO Office and the direct supervision of the Education Programme Specialist in the UNESCO Abuja Office, the incumbent shall contribute to the daily coordination of the Project’s support to Teachers in the country. The project coordinator is a core member of the project management team with overall responsibility of providing leadership, ensuring effective and efficient project delivery. The incumbent will be responsible for providing technical expertise and contribute to the effective management, planning, implementation and monitoring of the "Expand, Integrate and Strengthen Systems (EISS) to Build Teachers’ Capacity and Resilience in Nigeria" (EISS) project and related teachers’ interventions at the federal level and in the six project states of Adamawa, Bayelsa, Enugu, Katsina, Oyo and Plateau. Furthermore, the incumbent will strive to align the project to government priorities on education in the states and at the federal level.
    • S/he will contribute to securing and sustaining strong government and other stakeholders’ commitments to strengthening teachers’ capacities, including project scalability. 

    Specifically, the incumbent will:

    • Ensure the effective day-to-day administration of the project in consultation with the Programme Specialist.
    • Effectively participate in the implementation, monitoring, and evaluation of the EISS project.
    • Prepare quality work plans, progress and final reports, briefs and presentations required for the successful and timely implementation of the programme.
    • Ensure effective coordination of programme activities through regular consultation and collaboration with relevant stakeholders and partners.
    • Oversee implementation, identify constraints and propose measures to improve the project’s operations and delivery of project outputs.
    • Ensure effective and timely execution of programme-related workshops, seminars, with strict adherence to UNESCO rules, procedures, and norms, including financial procedures.
    • Support the Education sectors with routine communication and consultation with relevant officials at federal and state levels.
    • As may be assigned, the incumbent will represent UNESCO in appropriate coordination frameworks, such as Teachers Task Force, local education groups, and thematic meetings.
    • Support UNESCO programming in collaboration with other staff working on delivering National government education priorities such as the ‘DOTS’ (Data, Out of School, Teachers, Skills) priorities, achievement of SDG4c and goals Goals 1 and 2 of Agenda 2063.

    • Completing standard and non-standard administrative and office support activities and processes associated with the making of travel arrangements, the contracting of services and purchase of goods, the completing of various forms, the researching, retrieving, verifying, and maintaining of accurate data and transactions. 
    • Support the organization of teacher training programs, workshops, and other capacity building activities in collaboration with SUBEB; support the process of the review of teacher policy documents, validation, and dissemination at the state level; represent UNESCO in education related meetings and engagements at the state level. 
    • Facilitate the collection, compilation, and analysis of data on project indicators and progress, working with SUBEB and the EISS monitoring and evaluation officer; in collaboration with the EISS M&E Officer, support the collection of education data at the state level and closely support the state to ensure that annual school census and other education survey are timely conducted and reported to NEMIS and other national education data dashboard. 
    • Assist in compiling documentation of project learnings, success stories, and lessons learned, with a focus on SUBEB engagement; provide secretariat support to the project steering committee (SPSC) at the State level.
    • Support the organization of joint review meetings and other coordination forums involving SUBEB; contribute to project reporting, including the preparation of progress reports for stakeholders; provide support for project closeout activities, including the collection and archiving of project records.
    • Perform other duties as assigned by the Head of Office or the Supervisor.
