    LGA Team Lead – Monitoring

    Job Overview:

    The LGA Team Lead is responsible for overseeing monitoring and accountability activities within the assigned Local Government Area (LGA). This role involves team management, data collection, analysis, and ensuring compliance with project objectives.

    Location: Katsina State (Batsari, Safana, Danmusa, Kurfi, Katsina and Jibia LGAs)

    Key Responsibilities:

    Team Leadership and Management:

    • Promote and embody SHO’s values and vision within the LGA Field Team.
    • Provide effective leadership and management to the team and the wider LGA community.
    • Develop a comprehensive monitoring plan for the LGA in collaboration with the TPM/Monitoring Project Coordinator, Senior Field Officer and relevant stakeholders.
    • Plan and coordinate field visits to project sites, ensuring thorough monitoring of all activities.
    • Guide and support local monitors and field staff in their monitoring tasks.

    Field-Level Monitoring and Data Collection:

    • Supervise field monitoring activities, ensuring they align with the established plan and methodology.
    • Lead data collection efforts, including interviews, surveys, and site visits.
    • Ensure the accuracy, completeness, and quality of data collected by the monitoring team.
    • Review activity reports, and other relevant documentation on-site.
    • Conduct both structured and unstructured interviews with beneficiaries, cooperating partners, and government/community stakeholders to gather feedback and assess project impact.
    • Utilize appropriate communication tools to provide regular updates on data collection activities and address any challenges encountered.
    • Ensure both quantitative and qualitative monitoring tools are effectively used during distribution activities.

    Data Analysis and Reporting:

    • Organize and compile data from field visits, interviews, and documents.
    • Verify the accuracy and reliability of collected data through cross-checking, triangulation, and validation processes.
    • Analyze data to identify trends, challenges, and successes in project implementation and outcomes.
    • Prepare regular reports summarizing monitoring findings, including key observations, conclusions, and recommendations.
    • Present monitoring findings to relevant stakeholders, including cooperating partners, government representatives, community leaders, beneficiaries, and project supervisors.
    • Conduct post-distribution debriefs and provide feedback on best practices, lessons learned, and areas needing improvement.

    Stakeholder Engagement and Communication:

    • Ensure timely and effective communication of all field monitoring activities, progress, and key findings to management.
    • Establish and maintain relationships with key stakeholders in the LGA, including local government authorities, community leaders, and project beneficiaries.
    • Facilitate meetings and consultations with government and community stakeholders to gather feedback on project impact and implementation.

    Quality Assurance and Compliance:

    • Ensure all monitoring activities comply with project objectives, guidelines, and ethical standards throughout the project’s duration at the LGA level.
    • Conduct regular quality checks and validations of monitoring data and reports.

    Qualifications and Requirements:

    • Bachelor’s Degree with proven experience in monitoring and evaluation, preferably in the humanitarian sector.
    • Minimum of three (3) years of experience in humanitarian responses, with previous experience in Third-Party Monitoring (TPM)/Monitoring being an asset.
    • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint), Google Drive, and other cloud- based software tools.
    • Strong analytical and technical writing skills.
    • Experience in collecting information using hand-held GPS devices.
    • Experience using ODK for quantitative data collection.
    • Experience conducting focus group discussions or the ability to learn quickly.
    • Proven experience in stakeholder engagement.
    • Positive attitude and willingness to work and learn in a team environment.
    • Excellent communication and time management skills.
    • Ability to operate in a cross-cultural environment requiring flexibility.
    • Fluency in written and spoken English is required; additional fluency in Hausa and Fulfulde is preferred.
