    Senior Technical Advisor - PCT (Cross River)

    Job Description

    • Provide technical leadership at the state level in the design and implementation of activities related to the clinical management of HIV/TB in line with PEPFAR strategic direction, global approaches, and emerging environmental priorities.
    • Collaborate with relevant stakeholders at the state level to facilitate the integration of HIV/TB services into the routine facility services.
    • Coordinate the design and implementation of components related to client management and monitoring including individualised care for PLHIVs, decentralized service delivery, U=U, and integrated health services.
    • Contribute to the development of operational guidelines, tools and recommendations related to the clinical management of HIV, including evaluation and monitoring of programming.
    • Oversee capacity-building activities to transfer skills, knowledge and technology to the Government of Nigeria stakeholders to lead the HIV response.
    • Work with relevant technical staff to adapt and disseminate guidelines, tools and procedures that will support the achievement of quality service delivery.
    • Contribute to the development of program strategies, subproject documents, work plans and budgets.
    • Contribute to the development of lessons learned from programs related to HIV/AIDS care and treatment and apply these lessons to modify existing programs and improve the design of new programs.
    • With guidance from the State Director, represent ECEWS in meetings, discussions, and relevant forums on issues related to HIV/TB prevention, treatment, and care.
    • Remain informed on current programs, research, and guidance in HIV/TB and related fields by reviewing current literature and staying alert to any implication of such experience and research for cluster activities.

    Minimum Recruitment Standard

    • MB.BS, MB.BCh or MD PLUS Masters in Public Health (MPH) or PhD, DrPH or similar post-graduate degree (in epidemiology, public health or related fields).
    • A minimum of 5 years of experience in the planning, implementation, monitoring and evaluation of large-scale HIV-related programs in resource-limited settings, with at least 1 year in a program leadership position with responsibility for PEPFAR performance objectives
    • Demonstrated technical expertise in HIV care and treatment, and excellent grasp of clinical issues and current literature in HIV treatment.
    • Prior experience in training, mentoring, and supervision of multicultural facility and community-based clinical and program teams (including institutionalization of relevant review meetings at the service delivery level).
    • Proven experience in establishing and building working relationships and collaborating with relevant stakeholders (SMOHs, HMBs, SPHCDAs, SACA, allied ministries, departments and agencies as well as non-governmental sectors) for technical success and visibility of PEPFAR programs.

    Senior Technical Officer - Clinicals (Ekiti)

    Job Description

    • The incumbent will be responsible for coordinating and managing the technical services essential to the functioning and effective implementation of all Clinical services sub-thematic units including Adult, Pediatrics and TB/HIV Treatment program, PMTCT, Program integration etc.

    Minimum Recruitment Standard

    • Degree in Medicine is compulsory. Master’s in public health, Medicine, or related discipline is an added advantage.
    • At least 6 years’ experience of implementing public health programs with special emphasis on HIV/AIDS surge context. Implementing program support function for at least 3 years of mid to senior management level (supervisory position) within an international or indigenous NGO.
    • Must have a minimum of six (6) years’ post-qualification experience in health systems strengthening, health financing, or human resource for health management.
    • At least 6 years of clinical current hands-on experience of providing integrated HIV/AIDS services to diverse patients in a large program-linked facility or very busy clinical practice.
    • Completed training in Quality Improvement models and participated in quality improvement projects for clinical interventions.

    OSS Clinician

    Job Description  
    The Doctor – OSS Clinician will provide general care to the KP clients and collaborate with the CBOs to ensure achievement of goals. The key roles of the Doctor include: 

    • Working with program team to develop and/or review Standard Operating Procedures (SOP) for the provision of ART services to Key Populations.
    • Provide ART services to Key Populations in line with current World Health Organization (WHO) recommendations and national guidelines both at the OSS and through mobile ART.
    • Oversee clinical HIV treatment protocols in each clinical department to reflect the needs of the target population and ensure consistency of treatment services throughout the OSS.
    • Ensure a seamless delivery of service for clients from intake through discharge at the OSS.
    • Review and assess client treatment protocols and plans, including short- and long-term goals.
    • Review clinical records to evaluate the necessary level of client care. 
    • Effectively manage and supervise other clinical team members, health service providers, volunteers and case managers at the OSS as well as mobile ART teams.
    • Advise project team on national and state policies, procedures and licensing requirements and ensure compliance with all requirements and/or mandatory inspections.
    • Supervise weekly/monthly clinical staff meetings, Integrate OSS and mobile ART services with other project activities to enhance the achievement of project outcomes.
    • Provide support to the Strategic Information (SI) unit to manage data collection for service delivery to Key Populations in project communities using nationally approved tools.
    • Ensure timely submission of quality reports to the appropriate Quarters through the SR on monthly and quarterly basis or as required.
    • Support for data analysis, interpretation and use at the OSS. 
    • Use of data at facility level for decision making towards improving service delivery at the OSS.
    • Liaise with ECEWS to use data for decision making on how to best tailor services according to the needs of the KPs.
    • Support the development of budgets and work plans for clinical services in the OSS, Provide support for prompt retirement of cash expenditure and advances.
    • Preparation of program reports, proactively seek out and report relevant opportunities, success stories, linkages or challenges that may promote clinical services for the project.

    Minimum Recruitment Standard 

    • Advanced Medical Degree (MD preferred) 
    • Robust clinical experience in HIV/AIDS care and antiretroviral treatment (3years + preferable) 
    • Computer literacy in Microsoft applications and other software
    • Excellent grasp of clinical issues and current literature in HIV/AIDS treatment 
    • Ability to work independently with strong problem-solving skills including the ability to foresee problems and initiate appropriate action.

    Clinician (Medical Doctor or Nurse)

    Job Description 

    • The clinician will provide technical and programmatic support for high-quality programme implementation in the areas of ART, PMTCT, Pediatrics, HIV/TB and HIV clinical care services in line with national guidelines and international best practice, and work towards target achievement at supported health facilities and for programme sustainability in Ebonyi State.
    • Provide technical support at assigned facilities to implement high quality comprehensive HIV/AIDS programs such as TB/HIV, HTS& case finding, linkage Paediatrics & Adult ART, PMTCT, AHD, and other services including direct service provision to clients at facility level service delivery.
    • Oversee the implementation of integrated HIV, TB, NCD and other medical services at facility level.
    • Oversee capacity-building activities to transfer skills, knowledge, and technology to the Government of Nigeria staff and stakeholders at the individual, facility, and levels to lead the HIV response and create effective linkages between facility and community services Ensure AHD, NCD & TB screening for all identified PLHIVs with same day linkage and enrolment rates for identified HIV positive adult, adolescent and pediatric clients at the facility based on the UNAIDS 95:95:95 strategies.
    • Oversee the activities of the other ESM staff in the facility, including all categories of ancillary staff.
    • Collaborate with other partners in the state to ensure clients diagnosed from the facility are appropriately linked to ART, retained on lifelong ART, have their viral load when due, and achieve viral suppression.
    • Be responsible for managing clients with complicated medical history and conditions.
    • Ensure timely submission of quality reports on a monthly and quarterly basis or as required.
    • Represent ECEWS at forums related to TBHIV prevention, care and treatment as directed by the supervisor.

    Minimum Recruitment Standard

    • MBBS with at least one to two years’ experience in TB/HIV management. Must have a valid practicing license.
    • A retired ART nurse with at least three years in the management of TB/HIV.

    Finance Associate

    Job Description

    • Under the supervision of the Senior Finance Officer, S/he will be responsible for reviewing and processing vendor invoices and assist to produce project budget monitoring reports, assist to conduct monthly reconciliation of all project bank accounts and financial transactions.
    • S/He will review all transactions posted into PR financial records and make corrections where necessary before they are posted for consolidation report.

    Technical Officer - KP/HTS

    Job Description

    • S/he will be the Ekiti State HTS and prevention POC
    • Lead the design and implementation of approaches in sexual transmission prevention, HIV Testing and Counselling Services, Key population services and other prevention services.

    Senior Technical Officer (Akwa Ibom)

    Job Description 

    • Will drive project implementation of prevention, care, and treatment activities within the confines of Enhanced Site Management across supported facility and community settings in the Clusters.

    • MB.BS / MD / PHD or similar Degree with 5 to 6 years relevant experience with at least 5 years progressive experience working in the health or development field in Nigeria.
    • MPH or post graduate degree in a related field is an added advantage.
    • Minimum of 5 years’ experience in care and treatment for HIV/AIDS especially with ARV program
    • Familiarity with Nigerian public sector health system and NGOs and CBOs is highly desirable.

    M & E Officer

    Job Description 

    The incumbent will be responsible for the M&E activities for AGYW/Cervical Cancer/NCD. The officer works as part of the state technical team and shall support the implementation of robust monitoring and evaluation systems at all program sites/facilities. Achievement of GF project depends largely on periodic reporting of complete, accurate, excellent, and timely program service statistics to GF, state governments and other stakeholders. Therefore, S/he will guide/drive to achieve set targets through establishment of effective program Monitoring and Evaluation systems at all supported entities in the state

    • Develop and track progress of M&E work plan.
    • Develop and implement capacity building plan for the sites in collaboration with the State Government.
    • Provide technical assistance to program sites in setting up and maintaining M&E systems (collection, analysis, reporting and use of output data for program improvement) in collaboration with the state GON M&E structures.
    • Work with program sites to identify, integrate, and strengthen existing M&E structures in collaboration with the state GoN.
    • Support the collation and review monthly reports and provide feedback to program sites.
    • Conduct timely review and analysis of state level data and provide monthly feedback to the State Technical Team, internally.
    • Facilitate monthly data review meeting (DRM) to provide a forum for discussion on progress, gaps in program implementation and proffer solutions.
    • Submit collated report to the central program office on or before the 10th of the succeeding month.
    • Conduct data quality audit and supportive supervision at the program sites to ensure compliance with monitoring and evaluation plans and procedures.
    • Work with other Program Officers to identify, develop, and implement relevant evaluation and operation research projects.
    • Represent ECEWS at M&E meetings and trainings organized by the state government and other stakeholders within the state.
    • Respond to data demands/request from State Government.
    • The incumbent provides technical leadership in the planning and implementation of program Monitoring and Evaluation activities in the state.
    • Develop a proficient M&E system that can produce reliable data for effective decision making and reporting.

    • Facilitate the clinical assessment of all patients diagnosed with HIV and ensure same-day commencement on treatment for eligible patients.
    • Facilitate diagnosis of advanced HIV disease and linkage to the appropriate treatment services
    • Strengthen effective referrals and linkages between facility and community structures including community-based organizations and support groups to improve paediatric and adolescent programming, finding men and boys, adolescent girls and young women, as well as pregnant and breastfeeding women.
    • Ensure appropriate documentation in service registers.
    • Facilitate continuous follow-up of clients using the 90days adherence calendar.
    • Improve client experience by minimizing client wait times, devolvement to available differentiated service models, and a friendly clinic environment, and multi-month dispensing.
    • Ensure pre-appointment reminders are provided and services are available to all returning clients due for a refill at the appropriate time.
    • Facilitate regimen optimization for all clients receiving care and treatment services.
    • Facilitate the use of the relevant care and support tools for all clients on every contact.
    • Ensure appropriate referrals for services following the use of care and support tools.
    • Ensure appropriate documentation of client status in service registers and EMR.
    • Ensure that all eligible clients have viral load samples collected at the appropriate time.
    • Utilize viral load results to appropriately manage clients.
    • Facilitate U=U messaging and support clients to attain undetectable viral load levels
    • Ensure appropriate documentation of viral load services in appropriate tools.
    • Lead the LGA Epidemic Response Team, to efficiently implement program strategies relating to HIV prevention, care and treatment, including resource optimization.
    • Perform routine monitoring and data review meetings with team members and improve the overall usage of data for decision-making.
    • Supervise routine daily data validation and entry into electronic medical records systems and participate in routine monthly and quarterly data validation exercises and data quality assurance exercises to achieve 100% concurrence across all relevant performance indicators.
    • Maintain a good working relationship with relevant community structures to facilitate the implementation of HIV epidemic response activities.
    • Support the provision of HIV prevention services in adherence to national guidelines and global standards.
    • Support the provision of integrated HIV, TB, and other medical services at the community level.
    • Perform other duties as assigned.

    Minimum Recruitment Standard

    • MBBS with a minimum of 1-year post-national youth service experience in clinical care
    • A sound understanding of HIV/AIDS, TB and TB/HIV technical areas.
    • Knowledge of Nigerian clinical setting, including government and non-government setting
    • Proven ability to supervise staff.
    • Excellent command of written and spoken English
    • Strong interpersonal and communication skills
    • Willingness to extend working hours to meet deadlines and at short notice.

    Technical Assistant – Laboratory Services (Anambra)

    Job Description 

    • Will support the implementation of high-quality laboratory services including building laboratory capacity at health facility sites to combat HIV, TB, malaria and other infectious diseases across all ACE – 5 supported facilities and communities.
    • In addition, provide support to ACE – 5 supported facilities to improve the quality of laboratory services available in the facilities in line with National guidelines.
    • Provide technical leadership and technical support related to the laboratory services and management component of HIV/AIDS care and treatment in ACE- 5 support health facilities.
    • Will coordinate the design, planning and implementation of the laboratory component of HIV/AIDS care and treatment, including ART in collaboration with state and community level project clinical staff, laboratory specialists and state and local government stakeholders.
