    Country Security Manager

    Basic Function

    • Working closely with the Nigeria Country Leadership and Global Security Team, the position holder will fill an administrative/technical line management role over the in-country security team and provide safety and security support to all FHI 360 projects across the country.

    Duties and Responsibilities

    • Conduct country/region specific Security Risk Assessments to determine risk and corresponding mitigations for personnel and project operations.
    • Support the operations of a Security Management Team and closely advise the Country Director and Global Security Team on the evolving security context across Nigeria.
    • Provide administrative/technical line management support to the in-country security team. Work closely with project leadership and field-based personnel to provide tailored, context specific, security support.
    • Build relationships with partner security focal points and remain available to offer guidance and support within the framework of our policies.
    • Manage the implementation and enforcement of FHI 360 security guidelines.
    • Supervise the guard force contract and perform regular performance evaluations to ensure service quality.
    • Collect, collate, and analyze security threat information. Disseminate noteworthy, sanitized, updates to the relevant teams.
    • Provide timely situation assessments and recommendations for action during security incidents.
    • Prepare weekly security reports on context shifts and implications in our areas of operation, security incidents affecting our staff, and security support requests from in country leadership.
    • Prepare and deliver security briefings for new hires, visitors, and project staff on field trips outside of our normal areas of operation.
    • Establish productive liaison with security departments at other INGOs, UN, diplomatic missions, USAID’s Partner Liaison Security Operations (PLSO) and vendor security information providers.
    • With the support of the Global Security team, contribute security plans and budget costs to new project proposals.
    • Organize security, first-aid, fire, HEAT, and other security training and drills as appropriate. Ensure staff maintain their readiness.

    Requirements
    Education:

    • Bachelor's Degree or international equivalent in a related field is preferred.
    • Typically requires 7+ years of security risk management experience. Experience with an INGO and knowledge of the humanitarian sector is an asset.
    • A formal security qualification or security management training work experience in complex environments (minimal 7 years) Ability to work in a multi-cultural, multi-ethnic team. Experience and knowledge of personnel and organizational security issues, threat/risk assessment, security management and security awareness in complex context.
    • Experience in incident reporting, incident mapping, compilation of security reports and assessments.
    • Experience in training and coaching national and international staff in safety and security.
    • Demonstrated experience with implementing security strategies, policies, procedures, and standards across a broad scope of projects.
    • Demonstrated experience with contract and vendor negotiations.
    • Articulate, professional and able to communicate in a clear, positive manner with internal and external stakeholders.
    • Field work in “extreme-risk” zones is an asset.

    Knowledge, Skills & Attributes:

    • Ability to work closely with various project staff on competing priorities while being geographically removed from some of our areas of operation.
    • Demonstrated knowledge of security risk analysis, risk assessments, physical security planning, and incident management and response.
    • Fluent English speaker with strong spoken and written communication skills; candidate must be comfortable speaking in front of large audiences.
    • Comfortable operating in a high stress environment that may require short deadlines and the ability to provide reasoned and immediate support during emergencies.
    • Availability to work on emergency situations during off-hours; if necessary, for an extended period of time.
    • Willing to undertake domestic and regional travel 30% - 40% of the time.
    • Preferred, Some knowledge of local Nigerian languages/dialects.
    • Thorough understanding of GPS Tracker and VHF radio use.

    Job Summary

    • Oversee a group of projects, including but not limited to ACE 1, ACE 5, and SPEED, and across multiple technical areas.
    • Ensures strong collaboration with donors and sponsors, partners, and government agencies.
    • Liaises with other sectors to integrate and manage work plans, budgets, and multi- sector interventions.
    • Implements evidence-based interventions in one or more multi-sector areas. Oversees assigned projects and Project Directors in their areas of technical specialization. 
    • Manages activities and oversee all program operations, provide strategic direction, support business development, and ensure compliance with policies and relevant regulations.

    Accountabilities

    • Provides leadership for to ensure compliance with FHI 360 policies and procedures, donor requirements, and other regulations.
    • Defines strategic direction, including the development and continual refinement of frameworks, approaches, tools, specialized partnerships, monitoring and evaluation approaches, for example.
    • Ensures oversight and quality assurance for project(s). Coordinates a matrix management approach to capacity building, support, and oversight of technical and/or functional staff.
    • Manages and continually strengthens capacity of staff, employing a matrix management approach to achieve strategic goals.
    • Develops and monitors landscape analysis, strategic plans, proposals, protocols, papers, reports and budget for assigned technical area of specialization or country.
    • Serves as a primary point of contact for partners, subcontractors, or vendors; counterparts/collaborators and stakeholders; and donors.
    • Leads business development to maintain and/or grow the business portfolio.
    • Directs the overall design and development of proposals and resources to support or lead business development.
    • Accountable for the successful implementation of awarded projects.
    • Manages potential resource conflicts across their domain.
    • Fosters innovation and drives adoption of leading practices and provides project management and/or subject matter expertise.
    • Establishes and maintains standards within and across projects in compliance with organizational and client policies, processes and regulations.
    • Manages and promotes understanding of dependencies associated with resources and projects across the country/technical area.
    • Conducts routine reviews on business project status, actions, decisions, risks and issues, and schedules for relevant programs.
    • Provides metrics and analytics to support business and executive decision making.
    • Supports performance management and professional development of direct reports, including ongoing feedback, coaching, and career support.
    • Performs other duties as assigned.

    Requirements
    Education:

    • Master’s Degree or its International Equivalent in Civil Society, Communication and Social Marketing, Economic Development, Education, the Environment, Gender, Health, Nutrition, Research, Technology and Youth or a Related Fields.
    • Project Management (PM) Certification preferred.

    Experience:

    • Typically requires 10+ years of relevant experience with projects management principles and practices (including 8+ years of department-level leadership, strong business acumen and/or line management experience).
    • Proficient with applicable rules, regulations, and policies associated with international development and non-governmental organizations (NGOs).
    • Demonstrated experience in sector specific or multi-sector project management and implementation.
    • Demonstrated strategic planning, staff development and capacity building experience.
    • Demonstrated experience in leading and managing complex projects that are strategic in nature and national/international in scope.
    • Experience operating in challenging environments.

    Applied Knowledge & Skills:

    • Expertise in area of technical specialization and/or expertise in project management and assigned country context.
    • Comprehensive knowledge of theories, concepts, and practices in project management, process development and execution.
