    Procurement & Logistics Officer

    Job Summary

    • Procurement & logistics Officer will be responsible for reviewing overall procurement processes, tracking procurements of goods and services through the procurement cycle, ensuring that adequate competition is achieved for procurements, and providing regular procurement mentoring to project staff to support project implementation.
    • Administer AHSF procurement policy and procedures in accordance with donor guidelines and requirements. S/He will implement and maintain procurement and fleet management policies, systems, and procedures.

    Main Duties & Responsibilities

    • Work with local, national, and international vendors of goods and services to ensure quality, maintain professional distance required to ensure high ethical standards.
    • Ensure competitive procurements by attracting potential vendors for the purchase of goods or services either through direct, bid invitation, or other mechanisms that ensure high standards of transparency.
    • Coordinate delivery logistics with program team and/or grantees to obtain the required permits including delivery receipts.
    • Management of fleet and logistics related contracts for quality of services offered by outsourced fleet service provider.
    • Coordinate transportation, permits, authorizations, insurance, loading and unloading of goods/materials, and financial allocation or related expenses under grants.
    • Prepare budgets, solicit quotations, negotiate, conduct analysis, and recommend vendors for delivery of goods and materials to grantees.
    • Communicate all delivery schedules corresponding to grant and operations procurements, including the projection of related expenses.
    • Verify deliverables are complete and done in a timely manner.
    • Perform other tasks, as assigned.
    • Implement procurement processes and logistics operations for the project, including grants, strictly following all rules and regulations as well as all stipulations established by Nigerian law.
    • Review and recommend changes to procurement policies and procedures as required.
    • Maintain policies for procurement processes.
    • Manage/maintain a registry and file system for procurements to allow for efficient document and process audits.

    Education and Qualifications

    • Minimum of National Diploma in Business Administration, Finance, Economics, Commerce, Supply Chain, Logistics and/or any other Social Sciences.
    • At least experience in logistics with a minimum of 1-year managing procurement and data management within an International Organisation.
    • Proven experience and knowledge of operational logistics & supply chain, policies & procedures

    Skills and Competence:

    • Good command of English. Proven ability to communicate effectively internally and externally (Hausa and Kanuri)

    Finance Assistant

    Job Overview / Summary

    • The Finance Assistant is responsible for essential accounting functions including accounts payable and receivable support, report reconciliation, fund tracking, month-end, and adjusting journal entries.  
    • The Finance Assistant reports to the Finance officer.

    Major Responsibilities
    Responsibilities include, but are not limited to:

    • Operate effectively in AHSF’s proprietary ERP financial accounting system and coach staff when questions arise.
    • Process payments by a variety of methods – ACH, Online banking and Checks
    • Review payment requests made in financial system by staff for accuracy; submit through workflow and post.
    • Prepare a wide variety of month-end, financial close journal entries within mandated deadlines.
    • Prepare weekly deposit and customer payment journals to be posted to the financial system.
    • Create aging reports for fee-for-service programs and follow up on unpaid invoices.
    • Void checks as needed.
    • Assist with internal and external audit inquiries and reporting.
    • Maintain accounting files and records in accordance with AHSF and donor requirements.
    • Other projects and assignments as needed.
    • Weekly Cash and Bank reconciliation.
    • Prepare monthly PAYE and WHT payments and file appropriately.
    • Contribute to the creation of a positive image and overall credibility of the organization, notably through the application of the organizations Code of Conduct, ethics, values and stand-point with regard to internal and external actors.

    Qualifications
    Education:

    • Bachelor's or HND in Business, Accounting or Finance preferred.  

    Work Experience:

    • Relevant professional experience in finance and accounting required; minimum of 2 years’ experience strongly preferred.

    Demonstrated Technical Skills:

    • Ability to carry out work with a high degree of integrity and confidentiality.
    • Self-starter with excellent problem-solving skills combined with the proven ability to multi-task, prioritize duties, and manage time effectively.
    • Attention to detail and accuracy in work product.
    • Demonstrated Managerial/Leadership Competencies:
    • Languages Fluent in English, both spoken and written.

    Computer/Other Tech Requirements:

    • Proficient in Microsoft Office applications (Word, Excel, Outlook); ability to use the internet and other digital tools for data entry, research, and problem-solving purposes.
    • Working knowledge of accounting software such as Microsoft Dynamics a plus.

    IT Officer

    Job Summary

    • The IT Department supports the organization’s work by providing reliable and scalable applications and infrastructure for the AHSF’s offices in the Northeast, including many technologically challenging locations.
    • An integral component of this effort is ensuring that Country Programs have the capacity to implement and support these IT initiatives effectively across the country offices and in the field sites.
    • A key aspect of this role is ensuring all technology implementations in-country conform to the global IT policies and procedures hence working closely with the Senior IT Manager and Country IT Lead.
    • Position Holder will be based in Maiduguri while also supporting the deep field offices where necessary.

    Major Responsibilities
    System Setup and Configuration:

    • Collaborate with the IT team to set up and configure computer systems with the required software and operating systems.
    • Ensure adherence to standard configurations and implement updates as needed.

    User Support and Troubleshooting:

    • Provide technical assistance to end users, addressing hardware, software, and network-related issues promptly and effectively.
    • Assist users in configuring and troubleshooting software applications, including productivity tools and business-specific software.

    Network Infrastructure Management:

    • Deploy and maintain the local area network (LAN) infrastructure, including cabling, wireless connectivity, and network equipment.
    • Collaborate with the IT team to ensure optimal network performance, security, and availability.

    Documentation and Asset Management:

    • Maintain accurate documentation of IT systems, configurations, and procedures.
    • Track and manage IT assets, including computers, peripherals, software licenses, and warranties.

    Server and Active Directory Management:

    • Assist in the deployment, maintenance, and administration of servers, including the management of Active Directory and domain services.
    • Monitor server performance, conduct routine maintenance tasks, and ensure data backup and disaster recovery procedures are in place.

    IT Project Support:

    • Collaborate with the IT team and project stakeholders to provide technical expertise and support for IT-related projects.
    • Contribute to the planning, implementation, and evaluation of IT initiatives.

    Security and Compliance:

    • Ensure adherence to IT security policies and procedures, including user access management, data protection, and system vulnerability assessments.

    • Strong knowledge of Microsoft operating systems and applications (e.g., Windows, Microsoft 365).
    • Familiarity with server administration, Active Directory, and domain services.
    • Excellent problem-solving and communication skills.
    • Ability to work effectively in a team and independently.
    • Strong attention to detail and organizational skills.
    • Experience using Unifi network devices.
    • Good technical writing/documentation skills
    • Experience with ServiceNow Ticketing system.

    • Certifications such as CompTIA A+, Network+, or Microsoft Certified Solutions Associate (MCSA) are a plus.

    Finance Officer

    Background

    • AHSF worked with CPRH in 10 sites (IDP camps, Host communities and health facilities) in three (3) Local government areas of Borno state, Northeast Nigeria, on Integrated Sexual Reproductive Health, Gender-Based Violence and Nutrition Projects, to identify, mobilize and refer Children under five years old, their caregivers Funded by UNFPA. And UNICEF/IOM/TDH in GGASS IDP Camp in Mafa LGA of Borno State on Community-based Management of Acute Malnutrition (CMAM) project and health saving projects supported.
    • In the Northwest region of Nigeria, we have worked with NAVANTI Group, a US research-based Non-Profit organization, on Food Security and Nutrition, to determine food availability, affordability and accessibility within conflict clocked areas, in the northwest states: Katsina, Zamfara and MAIDUGURI states respectively.
    • In MAIDUGURI State, we are currently working with Integrated Health Program (IHP) in the prevention of Moderate Acute Malnutrition and Food Demonstration in all Twenty-Three Local Government Areas, a USAID funded project.
    • We also currently worked with Development Alternative incorporated DAI on State2State support to State Accountability, Transparency and Citizen Engagement in seven LGAs of MAIDUGURI State, funded by USAID.
    • AHSF also worked with Nigeria Humanitarian Funds NHF on Provision of lifesaving Moderate Acute Malnutrition Services to Conflict-Affected Under 5 Years Old Children and AHSF Pregnant and Lactating Women in Borno and Yobe State Nigeria funded by UNOCHA.
    • At present we are working and implementing World Food Programme  to Contribute Improved Food and Nutrition Security to Communities Affected by Crisis and carry out Early Recovery Activities to meet their Immediate Food Needs to enable them to live in Cohesive HHs and Communities, During and After Shocks.

    Job Summary
    The Finance Officer will be specifically responsible for:

    • Finance - The daily financial operations (accounting, financial management, budget monitoring, reporting, and accounting package, familiarize himself/herself on Insight applications of the office (QuickBooks) and ensure that the financial accounting environment follows AHSF policies and procedures, donor rules and regulations & National/State requirements.

    Main Duties & Responsibilities
    Finance / Accounting:

    •  Ensure that the financial accounting environment in the Office follows AHSF policies and procedures, donor regulations and local legal requirements.
    • Work with the Accounts Payable Specialist to ensure the disbursement Requests are in line with the authorization matrix and process them at appropriate level.
    • Assist with the review liquidation requests submitted by partners and ensure the liquidation documentation is in conformity with generally accepted accounting principles and in compliance with AHSF and donor requirements.
    • Keep informed about local fiscal and other financial laws related to taxes and exemptions; inform the Executive Director and Finance Manager as appropriate.
    • Ensure that the financial accounting environment in the Local Office follows AHSF policies and procedures, donor regulations and local legal requirements.
    • Prepare Disbursement Requests for next level authority approvals and process them at appropriate level.
    • Keep informed about local fiscal and other financial laws related to taxes and exemptions; inform the Head of Office and North East Finance Manager as appropriate.
    • Prepare request and send request for Operation staff and for the sub-office for approval.
    • Will make recommendations to the head of program on items to be disposed of and prepare list of items for auctioning when directed.
    • Facilitate effective Coordination, understanding and cooperation between the Operations department and Program Department.

    Representation:

    • Serve as a liaison with donors on matters related to the program to ensure financial and programmatic accountability to donors
    • Participate in donor meetings and communicate relevant information to Finance Director and Country Director when called upon to do so
    • Assist in activities to ensure maximum visibility of the agency amongst the NGO community
    • Participate in the production of reports and ensure the timeliness and accuracy of information provided, as well ensuring confidentiality of sensitive information.
    • Contribute to the creation of a positive image and overall credibility of the organization, notably through the application of the organizations Code of Conduct, ethics, values and stand-point with regard to internal and external actors.
    • Treat beneficiaries with dignity and apply AHSF Code of Ethics and Conduct, the UN Convention for the Elimination of Discrimination Against Women (CEDAW) and the UN Convention on the Rights of the Child (UNCRC) in the field, including sensitizing Field Staffs and vendors/agents on such principles.
    • The Finance Officer WILL be based in Maiduguri, Borno State.

    Qualifications

    • Bachelor's Degree in Accounting or any Management related course, professional certification inclusive ICAN, ACA, ANAN.
    • Master’s degree in relevant fields; Accounting, any Management course will be an added advantage.
    • Professional certifications such as a fully qualified/almost qualified member of ICAN or other qualification recognized by IFAC is an added advantage.
    • Experience
    • Minimum of 3 years’ experience in administration and financial management in the humanitarian sector, including experience in grant financial management aspect of international donor agencies.
    • Extensive experience in working with computerized accounting systems, preferably Quick Point.
    • Experience in working within a large departmental team.
    • Ability to handle handled multiple projects, worked with INGO, NGO.
    • Ability to carry-out responsibilities independently with minimal technical support from within the organization.
    • Knowledge of varied donor financial regulations.
    • Experience in enforcing the compliance of internal control procedures and policies relating to different departments and activities.

    Position Requirements:

    • Prior experience in supervising staff in a structured work environment
    • Demonstrate excellent written and oral communication skills.
    • Must demonstrate a good understanding of contemporary management best practices
