    Information Technology Management Officer

    Job Purpose

    • The Information Technology Management(ITM) Officer will provide strategic leadership and technical support for CCDRN's IT management systems. This role involves ensuring the alignment of IT operations with CCDRN's organizational plans, policies, and procedures. The officer will maintain IT infrastructure, provide technical support, and enhance the organization's information management capabilities to achieve desired outcomes and impacts under CCDRN's strategic plan and goals.

    Key Responsibilities
    Strategic IT Leadership:

    • Collaborate with CCDRN's senior management team to develop and implement strategic plans, policies, and procedures for IT and information management.
    • Provide technical guidance to ensure alignment with organizational goals and objectives.
    • To ensure effective collaboration, develop and maintain relationships with key stakeholders, including technology vendors and partners.

    IT Systems Management:

    • Oversee the planning, implementation, and monitoring of IT infrastructure and systems, ensuring high availability and security.
    • Ensure effective management of IT resources and equipment to achieve organizational objectives.
    • Identify and mitigate IT risks and develop and implement contingency plans to ensure continuity of IT services.

    Technical Guidance and Support:

    • Provide technical support and troubleshooting assistance to staff on IT systems and applications.
    • Design and implement capacity-building programs to enhance the technical skills and knowledge of staff and partners.
    • Collaborate with external experts and stakeholders to ensure cutting-edge technical guidance and support.

    Information Management and Reporting:

    • Develop and implement information management frameworks to enhance data collection, storage, and analysis.
    • Collaborate with project staff to prepare and submit regular IT and information management reports to CCDRN senior management.
    • Ensure that reports are accurate, timely, and informative and provide actionable improvement recommendations.

    Capacity Building and Team Management:

    • Develop and implement staff development plans to enhance staff's technical skills and knowledge.
    • Provide staff coaching, mentoring, and guidance to ensure their professional growth and development.

    Compliance and Risk Management:

    • Ensure compliance with CCDRN policies, procedures, guidelines, and industry standards and regulations.
    • Identify and mitigate risks associated with IT operations and develop and implement contingency plans to ensure service continuity.

    Other Responsibilities:

    • Perform any other duties the supervisor or project management team assigns, including supporting other program components and initiatives.

    Required Skills and Experience

    • Bachelor's Degree (or equivalent) in Information Technology, Computer Science, or a related field.
    • Five or more years of experience in IT management, technical support, and information management.
    • Strong technical knowledge of IT systems, network management, and information security.
    • Proven ability to design and implement effective IT and information management frameworks.
    • Excellent communication, leadership, and management skills, with the ability to work in a multicultural environment.

    Preferred Skills and Qualifications:

    • Experience in developing and implementing strategic IT plans, policies, and procedures.
    • Proven ability to design and implement effective capacity-building programs for staff and partners.
    • Experience in managing IT projects, including those funded by international donors.
    • Strong working knowledge of IT management software and tools.
    • Experience in working in both emergency and development contexts will be an added advantage.

    MEAL Manager

    Job Purpose

    • The MEAL Manager will oversee the design and implementation of the Monitoring, Evaluation, Accountability, and Learning (MEAL) system for the Livelihood Resilient Project.
    • This role ensures that the MEAL system is comprehensive and integrates into the project's overall operational framework, providing timely, accurate, and relevant data to guide decision-making and enhance project outcomes.

    Key Responsibilities
    Monitoring and Evaluation:

    • Lead the design and implementation of a robust MEAL framework, developing comprehensive indicators, targets, and benchmarks using a results-based management approach.
    • Develop and execute a strategic monitoring plan encompassing systematic data collection and analysis on project outputs, outcomes, and impact, utilizing advanced data analytics and visualization tools.
    • Conduct comprehensive monitoring visits to assess project implementation, gather data, and identify areas for improvement, ensuring the use of a participatory and inclusive methodology.
    • Analyze and interpret complex data sets, identify key trends and patterns, and provide actionable insights and recommendations for enhancing project effectiveness.

    Accountability:

    • Establish and ensure the effective operation of accountability mechanisms, including creating a responsive complaint response system that promotes participation and inclusivity.
    • Develop and implement a structured feedback and complaint response system, facilitating the collection, analysis, and integration of beneficiary feedback into program improvements.
    • Train and support project staff and partners to adhere to and implement accountability policies and procedures, emphasizing consistent training and capacity-building activities.

    Learning:

    • Using adaptive and reflective approaches, identify, document, and promote lessons learned throughout the project lifecycle, including successes, challenges, and potential areas for improvement.
    • Develop a comprehensive knowledge management system for collecting and disseminating best practices and lessons learned, employing a knowledge-sharing platform to facilitate collaboration.
    • Lead and organize reflection and learning sessions among project staff and partners, including workshops and capacity-building sessions, fostering an environment of collective learning and knowledge exchange.

    Reporting:

    • Prepare, review, and submit detailed reports on MEAL activities to the Program Director and relevant stakeholders, including comprehensive monitoring, evaluation, and accountability reports.
    • Using a results-based management approach, ensure all reports are precise and timely and provide actionable recommendations, enhancing project learning and adjustments.

    Capacity Building and Collaboration:

    • Lead the development and implementation of training programs to enhance the MEAL capacity of project staff and partners.
    • Collaborate with internal and external stakeholders to ensure alignment of the MEAL system with project objectives, promoting a collaborative and integrated approach.
    • Engage with external evaluators and stakeholders to incorporate best practices and innovative approaches into the project MEAL framework.

    Other Responsibilities:

    • Perform additional tasks as assigned by the Program Director or project management team, demonstrating flexibility and adaptability to support all facets of the project.
    • Engage in cross-functional collaboration to ensure the MEAL system effectively supports and enhances the broader project and organizational objectives.

    Qualifications
    Required Skills and Experience:

    • Master's Degree in Monitoring and Evaluation, Social Sciences, Development Studies, or a related field.
    • At least five years of relevant experience in MEAL roles, preferably within the context of livelihood and resilience projects.
    • Advanced technical expertise in MEAL systems design and implementation, with substantial experience in data analytics and visualization.
    • We have a proven track record in capacity building and training program design and implementation for diverse audiences.
    • Excellent analytical, communication, and interpersonal skills, with a demonstrated ability to work effectively within a multicultural team environment.

    Preferred Skills and Qualifications:

    • Experience with innovative methods such as mobile data collection and community-based participatory approaches.
    • Familiarity with donor-specific requirements and reporting standards, particularly about livelihood projects.
    • Strong background in collaboration with local stakeholders, government entities, and community organizations.

    State Program Manager

    Job Purpose

    • The CCDRN State Program Manager for Katsina is responsible for the overall coordination, implementation, and monitoring of CCDRN's programs and activities across Katsina State.
    • They will provide strategic leadership and ensure effective project delivery in line with the organization's objectives, donor requirements, and best practices.

    Key Responsibilities
    Program Management and Coordination:

    • Oversee the planning, implementation, and monitoring of all CCDRN programs and activities in Katsina State.
    • Ensure alignment of program activities with the organization's strategic plan, project work plans, and budgets.
    • Coordinate the work of the units leads and other field staff to achieve program objectives.
    • Identify and address implementation challenges proactively, and implement corrective measures as needed.
    • Maintain regular communication with the Project Director and Senior Management team, providing updates on program progress, challenges, and successes.

    Team Leadership and Capacity Building:

    • Provide direct supervision and support to the units leads and other key program staff.
    • Conduct regular team meetings to review progress, coordinate activities, and foster teamwork and collaboration.
    • Identify training and capacity-building needs of program staff and work with the HR department to facilitate relevant learning opportunities.
    • Promote a positive and enabling work environment that encourages innovation, learning, and professional development.

    Monitoring, Evaluation, and Reporting:

    • Oversee the development and implementation of robust monitoring and evaluation (M&E) systems for CCDRN programs in Katsina.
    • Ensure the timely collection, analysis, and reporting of program data and performance indicators.
    • Work closely with the M&E team to generate and disseminate regular progress reports for the Project Director, donors, and other stakeholders.
    • Contribute to the identification of lessons learned and best practices in program implementation.

    Stakeholder Engagement and Partnerships:

    • Establish and maintain strong working relationships with key stakeholders in Katsina, including government authorities, community leaders, NGOs, and other relevant actors.
    • Represent CCDRN at stakeholder meetings, forums, and other relevant events.
    • Promote collaboration and partnerships with other organizations working in Katsina to maximize program impact and avoid duplication of efforts.
    • Advocate for the organization's programs and priorities with relevant stakeholders.

    Financial and Administrative Management:

    • Ensure proper financial management of program funds allocated to Katsina, in accordance with organizational policies and donor regulations.
    • Review and approve field-level expenses, ensuring compliance with budget lines and financial procedures.
    • Maintain accurate records of program activities, expenditures, and other relevant documentation.
    • Contribute to the development of annual work plans and budgets for Katsina programs.

    Other Responsibilities:

    • Contribute to the development and revision of program documents, tools, and resources as needed.
    • Support the identification and mitigation of potential risks to program implementation.
    • Perform any other duties as assigned by the Supervisor and Senior Management team.

    Requirements

    • Master's degree in a relevant field, such as Development Studies, Public Administration, or Project Management.
    • At least 7 years of experience in program management, with a strong track record of successful program implementation in the development sector.
    • Demonstrated experience in leading and managing multi-disciplinary teams, with a focus on capacity building and performance management.
    • Excellent knowledge of project management principles, monitoring and evaluation, and reporting.
    • Strong stakeholder engagement and partnership-building skills, with the ability to navigate complex political and social environments.
    • Proficient in financial management, budgeting, and compliance with donor regulations.
    • Excellent communication and interpersonal skills, with the ability to represent the organization effectively.
    • Fluency in English and Hausa languages.
    • Willingness to travel to project sites and work in a fast-paced, challenging environment.
