    Community Liaison Officer

    Duties and Responsibility

    • Liaise with communities, traditional leaders, local authorities, NGOs, INGOs, and other relevant stakeholders to gather information that will support FRAD’s operational planning using interviews, meetings, community mapping and other participatory approaches
    • Carry out Contamination Baseline Assessments and non-technical surveys to identify suspected or confirmed hazardous areas, recommend further action, and produce related reports and sketch maps
    • Support the coordination and implementation of all assigned stakeholder level engagements in the communities as outlined in the Project detailed implementation plan in line with FRAD program quality principles and standards, donor requirements, and good practices.
    • Monitor and report any challenges and/or gaps identified to inform adjustments to plans and implementation schedules. Assist FRAD partners in their efforts to reflect on project experiences related to stakeholder engagement.
    • Engage with stakeholders at the LGA levels to provide briefing and updates and secure necessary support for the project implementation. Ensure that essential feedback regarding the program from LGA and state level stakeholders is shared effectively and regularly with FRAD senior management. Work jointly to create and sustain a consistent and unified FRAD’s approach to stakeholder engagement, stakeholder feedback and reporting for FRAD at the community, city and state levels.
    • Gather information relating to accidents and survivors of explosive ordnance or SALW, and produce related reports and referrals
    • Deliver adapted, inclusive and participatory Explosive Ordnance Risk Education (EORE) to targeted groups as needed, ensuring that all participants have a good understanding of risks and mitigation strategies
    • Deliver risk education training and support to community focal points, leaders and/or teachers where relevant and provide follow up monitoring and support
    • Gather data relating to the impact of FRAD’s work through relevant reports and case studies/success stories
    • Submit clear, legible, accurate and timely reports and documentations to the Supervisor
    • Maintain and care for all equipment issued by FRAD, and ensure to use them efficiently and as appropriate for activity implementation
    • Coordinate daily with the Team Leader, and report immediately any security incidents, significant change in context or deployment plans, and non-compliance concerns
    • Uphold FRAD’s policies, procedures and guidelines – notably on CL, safety and security, and safeguarding – and work towards achieving programme objectives
    • Represent FRAD with communities, partners and/or other stakeholders as required

    Performance measures:

    • Number of liaise with communities, traditional leaders, NGO and Security formations
    • Number of contamination and NTS survey of hazardous areas.
    • Number of coordination support implemented in the communities.
    • Number of engagement with stakeholders at the LGA level.

    Requirement:

    • Previous experience in carrying out awareness or community-based education activities or similar
    • Previous experience in data reporting and/or using participatory techniques to gather information in at-risk communities.
    • Relevant experience in community-based facilitation and community mobilization.
    • Experience of developing good relationships with people and working in a participatory manner with groups of different ages, statuses, and backgrounds
    • Previous experience living and working in a cross-cultural, multi-sector team environment in Northeast Nigeria
    • Experience working with rural communities from a variety of different ethnic groups.

    Desirable skills:

    • A demonstrated ability to multi task and process information into action in a timely manner
    • Language Proficiency: Fluent in English and either Kanuri or Hausa.
    • Interpersonal Abilities: Strong interpersonal skills, capable of building effective relationships and maintaining effective communication with diverse community groups and stakeholders.
    • Presentation Skills: Excellent presentation skills, with the ability to engage and captivate an audience.
    • IT Skills: Proficient in Ms Word, MS Excel and PowerPoint
    • Organizational Competence: Outstanding organizational skills, with the ability to prioritize tasks and meet deadlines effectively.

    Project Officer

    Duties and Responsibility

    • In coordination with the EORE team, provide support to the prioritization, planning, delivery and monitoring of EORE activities, ensuring compliance with National Mine Action Standards and FRAD’s Standard Operating Procedures
    • Support induction and training of new EORE team members and partners
    • Lead on the development of tools and methodology for community-level survey activities supporting baseline /end-line data collection, and Knowledge, Attitude and Practices (KAP) surveys
    • Ensure the quality of EORE sessions delivered in the community using FRAD’s quality assurance tools
    • Lead the elaboration of EORE awareness raising materials and EORE public information campaigns with the EORE team
    • Collaborate with the EORE team to prioritize monitoring activities, ensuring alignment with national mine action standards and FRAD standard operating procedures.
    • Head the creation of EORE awareness Materials, and public information campaigns in coordination with the EORE team.
    • Establish and Maintain effective coordination with the project partners, serving as the primary contact for day-to-day collaboration, and engage in partner capacity assessments, offering support as needed.
    • Keep accurate records of project activities and outputs, and ensure project monitoring databases are up to date according to FRAD procedures
    • Contribute to donor reports and new project proposals as required
    • Report issues faced during project implementation to the Project Manager
    • Coordinate the development of success stories and lessons learned for development of donor reports and case studies.

    Represent FRAD with communities, partners and/or other stakeholders as required

    Performance measures:

    • Number of Successful training sessions
    • Number of successful data collections he/she lead
    • Number of coordination support implemented in the communities.
    • Number of support provide to engagement with stakeholders at the LGA level.

    EORE Facilitator

    Duties and Responsibility

    Functions / Day to day activities:

    • Provide EORE sessions in affected communities.
    • Function as an interviewer during assessments of targeted communities.
    • Function as a data collector in targeted communities
    • Before any EORE team deploys, ensure to have the information specific to the area provided by the Project Officer/EORE Projector Coordinator.
    • Obtain (If available) all appropriate survey data from official government bodies (Government /Police/Military) and community key informants in operations.
    • Keep records of daily, weekly, and monthly activities.
    • Report progress daily to the Project Officer.
    • Establish and maintain Liaison with the community structure.
    • Maintain a good discipline within the team and coordinate with enumerators.
    • Be responsible for equipment and EORE training material conditions and quantities designated for the team.
    • Undertake any other tasks as assigned by the Project Officer.
    • Conduct additional EORE trainings or re-training as required to the enumerators.

    Conduct any other relevant training planned by the organization.

    Performance measures:

    • Number of Successful training sessions
    • Number of successful data collections he/she lead
    • Number of coordination support implemented in the communities.
    • Number of support provide to engagement with stakeholders at the LGA level.
