    Obstetrician Gynaecologist

    Main Purpose

    • Implement gynaecological and obstetrician procedures, performing any other prior treatment required, during or immediately after a woman has given birth in order to improve women’s reproductive health and to reduce pregnancy, delivery and neonatology risks.
    • This will be done in accordance with MSF policies, protocols and universal hygiene standards and in multidisciplinary collaboration with other medical doctors and midwife services,

    Job Description

    • Provide health care related to gynecology and obstetrics to patients, including prevention, diagnosis and treatment.
    • Ensure the implementation of MSF clinical policies, tools, guidelines and protocols related to gynecology and obstetrics in order to minimize clinical risk and to extend best reproductive practices.
    • In collaboration with other medical colleagues, carry out the collection of quantitative gynecological data and ensure exhaustive use of management tools in order to improve gynecological results and to share knowledge among other field specialists.
    • Plan and supervise the HR associated processes (recruitment, training, performance evaluation, development and internal/external communication) of the gynecological staff in order to ensure both an efficient sizing and the amount of knowledge required, to improve people’s capabilities and their active participation in influencing the targeted population using preventive practices. This will be done in close coordination with the HR department.
    • Supervise the maintenance and running of the gynecological equipment and drug consumption, preparing new orders when required and ensuring its rational use as well as that pharmacy stock levels are permanently updated and available. This will be done in cooperation with the pharmacist and logistic staff, the management,
    • Provide health care related to gynecology and obstetrics to patients in the project, including prevention, diagnosis and treatment
    • Provide emergency obstetric care in the maternity: 
    • Daily ward rounds in maternity with the medical and midwifery teams
    • Ensure new admissions are assessed and receive an appropriate management
    • Assist in management of complicated deliveries and care of pathologies.
    • Assess patients requiring any procedure e.g. instrumental delivery, intrauterine aspiration / curettage, caesarean section. Prepare them for theatre in conjunction with maternity and OT staff including informed consent of patient and care giver
    • Ensure clear documentation and communication of the patient’s status is done by all members of the team
    • Participate to the on-call roster and provide support and bed side training to the member of the team on duty
    • Daily rounds and management of ICU patients in collaboration with the expat med Anesthetist
    • Participate in the ward round in hospitalization (annex) .
    • Perform in OT 
    • Share the tasks with national GPs in management of obstetric patients; support clinical thinking and decision making, ensure safe management, and coach GPs. 
    • Work in collaboration with obstetrics consultants from Kano teaching hospital (AKTH) and expatriate OBGYN.
    • Ensure in collaboration with medical activity manager/MTL the implementation of MSF clinical policies, tools, guidelines and protocols related to gynecology and obstetrics in order to minimize clinical risk and to extend best reproductive practices.
    • In collaboration with other medical colleagues, carry out the collection of quantitative gynecological data and ensure exhaustive use of management tools in order to improve gynecological results and to share knowledge among other field specialists.
    • Participate in the maternal mortality review process / Nearmiss (record in the dedicated tool, analysis and presentation)
    • Can be involve in the Plan and supervision of the HR associated processes (recruitment, training, performance evaluation, development and internal/external communication) of the gynecological staff or other staffs in order to ensure both an efficient sizing and the amount of knowledge required, to improve people’s capabilities and their active participation in influencing the targeted population using preventive practices. This will be done in close coordination with the HR department.
    • Participate in collaboration with the Nurse Activity Manager and the Midwife manager the maintenance and running of the gynecological equipment and drug consumption, preparing new orders when required and ensuring its rational use as well as that pharmacy stock levels are permanently updated and available.
    • In addition to the tasks mentioned above, the person may be required to perform other duties assigned by the Medical team leader, the project coordinator or the coordination according to the needs of the mission.

    Requirements
    Education:

    • Essential, Gynecology specialist diploma.

    Experience:

    • Essential at least 2-year certified work experience in Gynaecology
    • Desirable previous experience with MSF or other NGO’s in developing countries

    Languages:

    • Englishlanguage essential and local working language would be an asset.

    Knowledge:

    • Essential computer literacy (word, excel)

    Technical Logistics Manager

    Main Objective and Responsibilities

    • Planning, coordinating and monitoring all logistics related activities in the project or capital including all non-medical assistance related activities (shelter, food, water hygiene-sanitation and essential non-food items) and providing support to medical assistance activities, according to MSF protocols and standards in order to ensure an optimal running of the project

    General Accountabilities

    • Assisting the Project Coordinator or Logistics Coordinator in the definition and follow-up of logistics activities in the project or capital, in conjunction with other medical project managers in order to identify and give a response to the needs of the targeted population in terms of construction, transport, communication, food, shelter, water and sanitation, and essential non-food items.
    • Ensuring and monitoring the implementation of logistics/technical activities in the project / capital (construction, transport of goods and staff, communications, water and sanitation, vehicles and engines, equipment/installation and infrastructures, communications, etc.) ensuring compliance of MSF standards, protocols and procedures, and reporting to the Project Coordinator or LogCo on the development of the ongoing programs. This includes the following:
    • Implementing all administrative related activities linked to logistics (orders, insurances, vehicle contracts, etc.).
    • Participating in the planning and implementation, together with the Logistics Coordinator, the Project Coordinator and the HR Coordinator, the HR associated processes (recruitment, training, briefing/debriefing, evaluation, detection of potential, development and communication) of the logistics staff in the project / capital in order to ensure both the sizing and the amount of knowledge required to correctly perform all logistics activities.
    • Ensuring technical reference for all logistics/technical issues in the project and providing coaching to logistics staff under his/her responsibility. Ensuring all staff in the Project is properly briefed about use of communication tools (handsets, HF/VHF, etc.).
    • Ensuring installation and maintenance of functional office space(s) and lodging facilities for international staff in adequate living conditions
    • Defining and monitoring technical aspects of the project risk reduction policy, transport, communication, protection, identification and preparation of the technical aspects of the project security policy and guidelines, evacuation plan and contingency plan, performing day-to day monitoring of the application of security rules and reporting to the Project Coordinator any problem that may arise. For this purpose, the Project Logistics Manager will have to create an appropriate environment to facilitate security exchange of information.
    • Participating in monthly reports according to guidelines.

    MSF Section/Context Specific Accountabilities

    • Continue with improvements at Abuja Capital by ensuring functioning technical logistical set up with a specific focus on implementation of standards while fostering smooth collaboration with other departments in Abuja coordination.
    • Staff: while observing laid protocols, recruit, coach, train, disciplinary of the Capital logistics staff members; empower by setting up a clear line of responsibilities and communication with the senior staff; follow up with HrCo on Occupational Health Safety (OSH) guidelines and invest time in implementation within the department; Training and coaching the Technical Activity Supervisor to act as a buddy for TLM.
    • Safety and Security: work closely with Technical Logistics Coordinator in ensuring teams are respecting the Mission CSSP and Abuja LSSP; provide brief security updates for all returning or new arrivals in Abuja; ensure the security software and hardware matches the minimum OCA standard requirement; ensure minimum safety standards are observed in all coordination premises with installation of 24/7 guards, electrical systems and structures are safe for occupants etc
    • Facility Maintenance: evaluating and improving technical standards in the capital; evaluating needs and setting up a sustainable system of maintenance and prevention of damages of the structures and facilities in the capital; ensuring a list of prequalified service providers are selected and contracted in line with OCA mission supply logistics standard; ensuring all contracts related to premises and services linked to premises are valid; ensuring all utilities are serviced without any downtime. This includes, common security, DSTV, electricity, municipal fees etc
    • Vehicle/Genset Fuel, Maintenance, Administration etc: ensure standard procedures are followed with regards to running/operating, maintenance and repairs, fuel and lubes consumption, licensing/insurance among other are also well administered in both hard/soft copies.
    • Communication: working with the Tech LogCo to ensure a smooth communication and support of the other departments at coordination, with an emphasis of implementing sustainable communication lines and easy follow up; ensuring Radio room is at its optimum functioning state by securing sufficient quality HR, tools and system.
    • Supply: setting up of a well maintainable grab stock system in the capital, in close collaboration with the supply and HR team; participate in defining minimum mission stock requirement is set for for vehicle & Genset spare-parts; support Mission supply team in definition of supply needs for capital and support laid supply protocols and policies.
    • Control Cycle: participate in determination of Abuja Coordination budget and as well in monthly review of BCR.
    • Establishing possible synergies with the other OCs, such as airport transports, or the use of mechanical workshops etc
    • If necessary supporting technical logistical needs in the field, as defined by the Technical Logistics Coordinator.
    • Ensure all supervisors and relevant staff in the department are aware of relevant policies affecting them. Make sure that they receive appropriate training when policies are updated, and performs regular self-assessment reports for department compliance evaluation.

    Requirements (Qualifications / Experience / Knowledge)

    • Education: University Degree or technical diploma Preferable in any Engineering course is essential.
    • Experience: Essential at least two years of working experience in logistics related activities. Desirable previous experience with MSF or other NGOs, and working experience in developing countries
    • Languages: English language essential; local language desirable

    Nutrition Supervisor

    Job Description

    • We are looking to fill one (1) Nutrition Supervisor position in our Gummi Emergency Nutrition Response Project under Moderate Acute Malnutrition (MAM) programme.

    Main Objective and Responsibility of the position

    • Ensure the implementation of all nutritional related activities of the programme and coordinate and manage the team under his/her responsibility according to the MSF protocols in order to improve the nutritional conditions of the target population

    General Accountabilities

    • Schedules and organizes all nutrition related activities, its organization design and sizing as well as its associated budget in order to efficiently maintain the continuity of the nutritional healthcare at the standard quality levels.
    • Supervise, in close coordination with the HR department, the associated processes (recruitment, training, evaluation, development and communication) of the nutrition staff of the project in order to ensure both the sizing and the amount of knowledge required, improve people capabilities and skills.
    • Supervise the implementation of the nutritional program according to MSF protocols, standards. This includes:
    • Draw up outpatients activity planning,
    • Follow up the evolution of patients and discuss the problem cases taking part in the medical assistant’s round, and install referral system
    • Check that medical and nutrition prescriptions are carried out.
    • Check the diffusion, knowledge and application of medical, nutritional and anthropometric protocols.
    • Supervise nursing care and hygiene circumstances.
    • Ensuring that all staff using medical devices are qualified and trained. Ensuring cleaning and minor maintenance tasks are performed according to the protocols. Reporting any malfunction to the project biomedical service.
    • Ensure that mothers are well informed about the functioning of the centre, the state and evolution of their child: their tasks (help with cleaning, feeding their child, etc.)
    • Supervises, in cooperation with the pharmacist and project medical referent, the management of the pharmacy, ensuring reception and storage of orders, preparing new orders when required, supervising expiration terms and consumption patterns, in order to ensure, a rationale use as well as pharmacy stock levels are permanently updated and above minimum safety point.
    • Ensure correct nutritional data collection (registers, nutritional forms, morbidity forms), compile weekly and monthly statistics for the outpatients unit, report this information to the line manager and provide feedback on the results to the team. In these sense, this function includes all kind of nutritional information that nutritional supervisor has in his /her hands

    MSF Section / Context Specific Accountabilities
    Management, Technical support & Quality of care improvement within nutrition Activities at the TSF/ATFC level:

    • Oversees nutritional activities to ensure that therapeutic foods are regularly available and meet quality and quantity standards.
    • Always performs the duties/organization of the department as scheduled with the NAM.
    • Ensure patients admitted in the TSFP/ATFC meet the criteria (as by the MSF/WHO guidelines)
    • Department operating needs are met: Medical supplies, Nutrition therapeutic food (RUSF, RUTF, etc), IPC/WATSAN supplies as well as stationaries and reporting data tools.
    • Ensures the functioning of TSFP/ATFC at all points of the patient circuit (triage, consultation/appetite test & MUAC re-screening, weighing, Malaria testing, vaccination, RUSF/PPN and other systematic drugs distribution point) and Monitor staff practices at all points in the supplementary/ ambulatory care circuit.
    • Ensure, according to the established plan (task of each) the patients’ follow-up in the ambulatory program and systematically track and document all defaulters, lost of follow up, death.
    • Ensure that patients receive the amount of RUSF/RUTF according to their age, social specif situation and the MSF protocol.
    • Evaluate the consistency of the quantity and quality of therapeutic foods given to patients
    • Ensure Health and nutrition providers systematically takes the addresses of the patients absent at the distribution and instructs the HPs for their research.
    • Monitor and coach supervises about the rational prescription and usage of systematic antibiotic and/or other medical drug available in the TSFP (as to support AMS overall project goal).
    • Ensure that all health workers are adhering to clean, safe and tidy environment with the TSFP/ATFC to support the IPC best practices and patient safety.
    • Ensure the proper maintenance of equipment used in the ATFC and report any malfunction to the NAM.
    • Uses a checklist to ensure that the equipment provided is present and functioning properly.

    Monitoring and evaluation, Data collection & Reporting:

    • Notable useful indicators: Admissions - Discharges (Cured - Abandon) - Movement of patients between ATFC and ITFC (Referrals) are taken into account during the supervision.
    • Ensure proper use of all administrative procedures and documents (individual patient card and notebook, discharge paper, transfer paper, etc.) and existing data management tools.
    • Ensure all the patient records (ration cards, registers ) are properly fill in regularly and updated, that the information collected through them allow to monitor quality of care and apply appropriate corrective measures.
    • Monitor and report against the nutrition (TSFP/ATFC) performance indicators (adhoc or monthly basis) and feed the necessary information need to report to other key partner involved and co-supporting the nutrition intervention.
    • Ensure that data is collected for effective program monitoring and adjustment (decision making).
    • Patients’ movements are effective and written daily on the board; and as well as soft copy on the share point.

    Prevention, Health Promotion and community engagement around nutrition best practices; including complaint response and feed mechanism at the community level:
    In close coordination with the HP ensure:

    • Food committee management are formed at each nutrition sites (mainly composing of local community leaders, representation of the people enrolled in the programming, volunteers’ representative, the in charge of the health facility and MSF Staff mainly NAM, HP, Nutrition supervisor ATFC/TSF, MTL,)
    • Based on the context analysis, establish a complaint response & feedback mechanism in the nutrition sites that guaranteed safe spoken up, equal access to services provided by MSF and his partner in the stipulated nutrition sites.
    • Contribute to development of the strategy to increase earlier usage of the Nutrition services by the community and other primary & community health services rendered by MSF in Gummi LGA and specifically in the 3 TSF/ATFC coverage areas namely Daki Takwas, Birning Magaji,and Gayari throuth TPHC and ICCM. Support the HP to implement the FAMILY MUAC at the community level.
    • Support the Integrated disease surveillance and response strategy as one the pillar to increase the project capacity to respond to emergencies.

    Requirements

    Experience:

    • Essential: Minimum 2 year experience as nut nurse (TSFP, ATFC or TFC program) +Desirable: Integrated disease and response (IDSR), nutrition surveillance and response, Qualitative nutrition survey.

    Languages:

    • Mission language and local language essential. Spoken Hausa is essential.

    Knowledge:

    • Essential computer literacy (word, excel, internet)
    • Good knowledge of food security and nutrition issues, especially in the Northwest Nigeria region, is desirable.
