    State Finance Assistants

    POSITION SUMMARY

    • The responsibilities of this position will be to support the Head of Finance in carrying out the day-to-day responsibilities including payment expenses, asset reconciliation, tax, and payroll as well as maintaining the bookkeeping entries and filing accounting documents.
    • The Finance Assistant works under the supervision of the Head of Finance in collaboration with the Finance Team.

    MAJOR ACCOUNTABILITIES

    The Position   will:

    • Reconcile finance records with the assets register.
    • Assist in maintaining a secure filing system for the financial documentation. Perform the translation, photocopy, and scanning works of the Finance department.
    • Assist in ensuring valid supporting documents are attached; completeness of supporting documents in all respects, before cash and bank payments are made.
    • Assist with timely payments. Prepare cheques and bank wire transfer slips and remit for signatures.
    • Photocopy the proof of payment and file them with invoices in chronological order. Deal with local banks. Submit and collect documents from local banks.
    • Prepare payment transfer instructions for Bank payment when required.
    • Reconcile advances, when necessary, with support from the Finance Officers.
    • Assist in ensuring proper filing of accounting documentation.
    • Perform any other task as assigned.
    • Vet all the invoices/PVs received from partners and vendors
    • Ensure that the guidelines of the donor/funding stream as well as our institutional guidelines are adhered to.
    • Monitor revenue, expenditure, and administrative transactions thus maintaining internal control.
    • Review documents for chest X-rays and ensure that they are validated by the Cluster Coordinator and Linkage Coordinator before sending them to RAN HQ.
    • Ensure review of sputum shipment forms by Sample Movement Consultants (SMCs) ensuring that sample movements are batched in line with GF guidelines.
    • Review all documents for incentives to ensure that bank account details and contact details for spokes and hubs and correct.
    • Ensure that correct account details and contact details are validated for payment of case management and confirmed cases to facilities.
    • Periodic spot checks at hubs and spokes.

    EDUCATION

    • An academic degree (BSc/HND) from relevant institutions in Accounting or Finance is required.

    EXPERIENCE, SKILLS & MINIMUM REQUIRED QUALIFICATIONS

    • At least 3 years post-qualification experience.
    • Advanced M/S Excel experience – LOOK UP functions; WINPACCS, Quickbooks, etc.
    • NGO experience is an advantage.
    • Accounting skills and experience in the general ledger, journal entries, and cash/bank management.
    • Attention to detail.
    • Excellent analytic skills.
    • Creativity and proactive attitude.
    • Excellent interpersonal and communication skills, and ability to work in a multicultural environment.
    • High level of confidentiality and integrity.
    • Strong organizational skills, and ability to handle multiple priorities autonomously.
    • Ability to work in a fast-paced, multi-cultural, and close-knit team to deliver tangible results on a deadline.

    TB / HIV State Technical Assistants

    RESPONSIBILITIES

    Service Scale-Up Oversight:

    • Provide day-to-day oversight for the scale-up of community TB/DRTB, HIV, and PPM services across the state.
    • Coordinate with all the ad-hoc field workers engaged by RAN to ensure effective service delivery.

    Seamless Coordination and Data Reporting:

    • Support the STO in ensuring seamless coordination and robust data reporting.
    • Work closely with cluster coordinators, cascade monitors and LGA TB/HIV reporting structures.

    Knowledge Transfer and Capacity Building:

    • Collaborate with the state STBLCP and SASCP to facilitate knowledge transfer and capacity building as TB and HIV service integration is being scaled up.
    • Build the capacity of existing state TB and HIV structures toward program sustainability.

    Data Collation and Analysis:

    • Collate and analyze program data following LGA validation of TB and HIV data.
    • Identify the gaps in providers, facilities, and LGAs and develop remedial actions.

    Workplan Development:

    • Develop weekly state/LGA TB/HIV activity work plan in line with the approved state budget.

    Technological Solutions Management:

    • Onboard field teams and service providers on technological solutions (MATS, CommTB, AIM 250, EPCON, specimen movement dashboard).
    • Manage the back end of these systems and work with the central teams to troubleshoot issues.

    On-Site Mentoring and Capacity Building:

    • Provide on-site mentoring and capacity building for TB/HIV PPM and community service providers in the state.

    Activity Review and Approval:

    • Review weekly community TB and HIV activity reports from outreaches, Active Case findings, and HTS among pregnant women conducted across all LGAs by the CBOs.
    • Assess work plans and budgets for subsequent week’s activities for STO approval.

    Line Listing of DRTB Patients and HIV-Positive Pregnant Women:

    • Maintain the state’s line listing of all DRTB patients identified from PPM and community interventions working in close collaboration with STHCM.
    • Support the STBLCP and SASCP in ensuring 100% linkage to treatment for HIV-positive pregnant women identified in the community.

    Supply Chain Management:

    • Maintain statewide visibility of TB/HIV program commodities, consumables, and medicines.
    • Collaborate with state TB and HIV logistics officers.
    • Redistribute RTKs and medicines to LGAs as needed.
    • Manage supplies and distribution of mama packs and the action meal.
    • Prepare distribution plans and generate monthly utilization reports.

    Requirements/Qualifications: The candidate to be considered must have:

    • Possession of a University degree and/or relevant qualification..
    • At least 1 year of M&E work experience.
    • Proven work experience as a Technical Assistant in a health-based NGO or similar role will be an advantage.
    • Familiar with and resident in the project state.
    • Experience in working with local communities including conducting health awareness in community settings.
    • Understand teamwork and possess good interpersonal skills.
    • Good writing and communication skills.
    • Working knowledge of Microsoft packages at least MS Excel, MS Word, and PowerPoint.
