    Senior Highway Material Engineer

    Job Description

    • The Senior Materials Engineer, a key member of the shared services team, will provide essential support to the construction team regarding materials submittals, approvals, testing, and sampling.
    • This role involves participating in quality control activities, including laboratory and field testing, evaluating and accepting materials, and overseeing all remedial and corrective measures.

    Responsibilities

    • Trail mix design at laboratory and plant trials with: Subgrade soils, granular filling materials, Granular Sub Base, cement-stabilized base course, concrete mix (up to M50), and bituminous works, road marking and road furniture, material testing for both plant-based and supplied materials, third-party testing, usage of recycling materials with RAP technologies and cost optimization techniques utilizing stabilization concepts.
    • Review and approve all submitted materials by the contractor.
    • Ensure compliance of used materials with the project’s specifications.
    • Ensure sustainable practices are implemented at the site.
    • Maintain the hygiene of the system by managing waste and controlling environmental impacts from plant wastage.
    • Keep a continuous track of material consumption.
    • Regularly calibrate plants and lab equipment.
    • Conduct Non-Destructive Testing (NDT) and load tests on old structures to confirm their life and load-bearing capacity.
    • Participate in construction quality control processes.
    • Supervise, participate, and direct the sampling and testing of all materials in accordance with the contract and specifications.
    • Analyze test results promptly and recommend actions to the Project Director.
    • Maintain comprehensive records of test results and all corrective actions taken.
    • Track and review site testing procedures and certificates of compliance.
    • Ensure close and clear coordination of team activities with other construction supervision staff.

    Requirements

    • Bachelor’s degree in Civil Engineering; a Master's in Transportation Engineering is an added advantage.
    • A professional license in Quantity Surveying is a must.
    • Minimum of 20 years of work including at least 10 years of experience in similar roles on large infrastructure projects.
    • Demonstrated track record in developing mix designs for Reclaimed Asphalt Pavement (RAP).
    • Experience in calibration of Asphalt and concrete batching plants, Cement stabilization plants, and rotavators.
    • Proficient in using the latest software for surveying equipment, AutoCAD, design software, MS Office, and other relevant engineering and construction software.
    • Familiarity with FMOWH highway standards and specifications, and knowledgeable about ASHTO and BS standards for survey work.
    • Qualified professional capable of providing planning, leadership, direction, and technical expertise to manage complex tasks and multi-discipline projects.
    • Must be a highly experienced technical specialist offering expert advice on complex matters requiring international, world-class expertise.
    • Recognized authority on the technical subject matter.

    Senior Quantity Surveyor

    Job Summary

    • The Senior Quantity Surveyor will carry out and oversee the duties of the Quantity Surveying team on the project. This role involves assisting in all related budgetary, commercial, and contractual requirements. The incumbent will ensure the protection of the Company’s interests by being commercially aware and reviewing all contractual matters, including periodic changes, delays, and claims.

    Responsibilities

    • Record and monitor all site activities and costs expended on the project.
    • Ensure effective interaction between the commercial team and the operational site teams, supervising and mentoring other Quantity Surveyors.
    • Prepare and monitor project cash flow forecasts.
    • Measure, value, submit, and negotiate contract variations
    • Provide advice to project staff on commercial and contractual matters, including reviewing and drafting correspondence in conjunction with the Contracts Manager.
    • Prepare, submit, and negotiate project interim valuations and final accounts.
    • Prepare subcontractor payments and record/monitor all site works.
    • Prepare monthly commercial reports in conjunction with the Project Director and site team.
    • Reconcile materials and works executed during the month.
    • Assist in the preparation and adherence to project purchasing targets and costing budgets.
    • Regularly communicate with project staff and specialist subcontractors to ensure commercial controls are in place, understood, and always followed.
    • Manage and produce accurate formal reports in accordance with the business timetable.
    • Supply all relevant information to the Contracts Manager/Commercial Manager for review at specified intervals.
    • Assist the Contracts Manager/Commercial Manager with various other duties as required from time to time.
    • Analyze site results promptly after activity completion and recommend actions to the Project Director.
    • Maintain records of documentation and propose corrective measures to protect and ensure design standards are met.
    • Follow up and verify the implementation of corrective actions.
    • Ensure proper calibration of equipment as per the manufacturer’s standards
    • Ensure close and clear coordination of team activities with other construction supervision staff
    • Coordinate the review and approval of specialty and other high-profile materials with PWA/PMC and other stakeholders as directed by the Project Director.
    • Review the project scope and develop backup data from profile drawings for subgrade soils, granular filling materials, granula subbase, cement-stabilized base course, concrete mix (up to M50), and bituminous works.
    • Oversee road marking and road furniture implementation.
    • Monitor assets against the Resettlement Action Plan and Right of Way (ROW) requirements.

    Requirements

    • Bachelor’s degree in civil engineering; a Master's in Transportation Engineering is an added advantage.
    • A professional license in Quantity Surveying is a must
    • Minimum of 15 years of work experience in infrastructure, specifically in highway projects and road companies on prime road segments.
    • Extensive knowledge and experience with contract forms related to major civil works projects, with a preference for prime road and expressway experience.
    • Ability to recognize contractual obligations of both the employer and subcontractors.
    • Familiarity with international standards on contract law and claims, such as FIDIC.
    • Strong knowledge of infrastructure methods and materials according to FMOWH, ASHTO, and BS standards.
