    Coordinator, National Society Development

    JOB DUTIES AND RESPONSIBILITIES

    The Coordinator National Society Development under the guidance of the Director NSD will have the following responsibilities:

    Strategic

    • Provide technical guidance and hands-on support in developing and implementing the National Society Development vision and strategy of the NRCS
    • Support the Director of Programs and the Secretary General in overseeing the translation of the NRCS strategy and vision into operational strategies with measurable objectives to be implemented by different areas of the organization: governance, programs, support services, branches, etc.
    • Coordinate the implementation of NRCS annual strategic objectives by the HQ and the branches in a timely manner and within budget
    • Ensure proper communication and engagement from all NRCS departments and branches in the planning, implementation and evaluation of NRCS strategic objectives
    • Ensure alignment and coordination among the different NSD initiatives and projects as well as alignment between those NSD initiatives and the programs of the Nigerian RC
    • In coordination with Coordinators for Branch Operations, provide guidance and support to NRCS on National Society Development matters, in particular, following up on the implementation of the BOCA process in NRCS branches
    • Develop strong relationship and partnerships with Red Cross and non-RC partners to mobilise financial and technical support for the organizational development of the NRCS

    Operational

    • Regular monitoring and reporting on the implementation of key NSD initiatives at NRCS (due diligence improvement plan and others)
    • Engage and collaborate with movement partners and other external stakeholders where necessary in support of strategy implementation efforts and organization development activities
    • Development of detailed plans and budgets for the implementation of NSD projects and initiatives
    • Lead in the mobilisation of technical, human and financial resources for the implementation of OD projects and activities
    • Coordinate regular branch organization capability assessments using the BOCA tool and work with Branch Secretaries to drive the implementation of the outcomes of the BOCA recommendations to report to NRCS Secretary General and Governance
    • Prepare regular quality technical reports, including financial and narrative reports for the attention of NRCS Board, management, movement partners and donors
    • Work closely with branches to strengthening the NS capacity in collaboration with Government, Private Sector as well the Movement Partners
    • Perform any other work-related duties and responsibilities that may be assigned by the Director NSD

    QUALIFICATIONS AND EXPERIENCE

    • First degree from reputable institution in Development, Public/Business Administration, Human Resources Management or other relevant disciplines
    • Postgraduate qualification in Development, Public/Business Administration, Human Resources Management or other relevant disciplines is an added advantage
    • Minimum of 10 years relevantworking experience, with at least 3 years in a management level position
    • Work experience in a non-profit organization will be an addedadvantage
    • Experience working as a management consultant

    Coordinator, Disaster Management

    JOB PURPOSE

    The Coordinator Disaster Management will support the Director Disaster Management to develop disaster management program strategies in undertaking operational, institutional capacity building activities and disaster risk reduction programs. 

    JOB DUTIES AND RESPONSIBILITIES

    The Coordinator Disaster Management under the guidance of the Director Disaster Management will have the following responsibilities:

    Strategic

    • Support the development of a multi-sector needs assessment towards a long-term community resilience program to address protracted food crisis, risk of recurrent hazards and establish community and household level disaster preparedness 
    • Support National Society’s disaster preparedness and response capacity through enhanced contingency planning, prepositioning of response stocks and regional/sub-regional surge capacity
    • Collaborate with relevant government agencies and other non-movement actors to inform a coordinated national response strategy
    • Support the branches to tackle small and moderate scale disaster or crisis (Pillar 1) which do not meet thresholds for DREF or Emergency Appeal
    • Support movement-wide pre-disaster or crisis meeting to plan and undertake response activities
    • Liaise and collaborate with relevant Departments such as Health and Training including Branches on the response to epidemics, disaster and other emergencies
    • Facilitate cross country/regional exchange of knowledge and best practices in disaster preparedness and disaster response
    • Develop solid and sustainable partnerships and mobilize financial resources to ensure that NRCS can fulfil its mandate in Disaster Management and Disaster Risk Reduction

    Operational

    • Support the Design, development and implementation of NS Disaster & Emergency Management Strategic, Operational, and Contingency plans and budgets
    • Ensure timely delivery of assistance, including the prepositioning of preparedness stock at strategic locations across the country
    • Coordinate implementations of DREF, Emergency Appeal operation and community based DRR programmed in the country
    • Participate in the work of the coordination mechanism and other relevant meetings i.e. regional and national level coordination platforms to promote the position of the national society
    • Coordinate programmatic aspects of the transition from relief to recovery, rehabilitation and reconstruction
    • Develop Cash Transfer Programming (CTP) guidelines, SOPs, systems and tools so that the NRCS have the capacity to implement cash-based interventions
    • Contribute to the development of a reporting system that ensures that all NRCS and donors reporting requirements in disaster response programs, are met in a quality and timely manner
    • Prepare and develop monthly, quarterly, annual and key interventions reports and share with relevant partners and stakeholders, including NRCS leadership, to keep track of the progress made in the implementation of disaster management activities
    • Develop minimum standards in Disaster preparedness and response, reporting and implementation of DM and DRR activities in the branches and ensure that those standards are properly disseminated and enforced in NRCS activities
    • Ensure optimum efficiency of donor funds, effective budgeting and financial controls, transfers and maintenance of compliance with donor requirements
    • Support the development of quality program and project proposals in DM and DRR to be submitted to donors and partners (Pillar 2)
    • Promote the development of guidance and standards for DM and DRR activities at branch level (Pillar 1)
    • Perform any other work-related duties and responsibilities that may be assigned by the Director Disaster Management

    QUALIFICATION AND EXPERIENCE

    • First degree in Science, Engineering or Social Sciences from a reputable institution
    • Relevant post-graduate degree is an added advantage
    • Minimum of 10 years relevant working experience, with at least 5 years in a management level position
    • Work experience with other international organisations, large NGOs and/or governmental development agencies
    • Experience in Disaster Management, Rescue Operations, or similar

    Coordinator, M & E and Business Development

    JOB DUTIESAND RESPONSIBILITIES

    The Coordinator M & E will have thefollowing responsibilities:

    Strategic

    • Review and   M & E processes and tools for NRCS programs (Pillar 2) and ensure adaptation to the branch regular activities outside programs (Pillar 1)
    • Facilitate inter-sectoral planning and integration of common strategies as well as harmonization of various internal planning processes (strategic, operational and emergency)
    • Promote and facilitate the development and implementation of tools and SOPs for management of program data within NRCS ensuring compliance, among others, with data protection laws
    • Supporting program staff in planning, monitoring, reporting and evaluation of NRCSprograms and activities, to ensure that elements needed for accurate reporting are properly in place with particular focus on monitoring of progress and reporting on impact
    • Consolidate and analyze information in a way that can be used by NRCS senior managementto take timely decisions and for NRCS communications to position NRCS as a key humanitarian actor
    • Follow-up closely on monitoring and reporting requirements of all programs implemented by NRCS in order to ensure timeliness and compliance with NRCS commitments
    • Provide guidance and support on M & E adapted to the needs and capacities of NRCSbranches to plan, monitor and report on regular NRCS activities (Pillar 1)

    Operational

    • Develop a systematic monitoring and evaluation framework to improve the qualitative and quantitative evidence gathered by each NRCS program
    • Assist program teams in the revision of the project log frame, project workplanparticularly in the areasof performance indicators and their measurement
    • Review the quality of existing data in the project subject areas, the methods of collecting it, and the degree to which it will provide baseline statistics for impact evaluation
    • Ensure the development of baseline datafor each project component and for all indicators
    • Conduct, oversee and represent NRCS in coordination meetings of partners, stakeholders in programs, planning and reporting
    • Oversee NRCS field levelactivities for the collation of program data on a scheduled and regular basis
    • Maintain and administer the monitoring and evaluation database; analyse and aggregate findings for reporting purposes
    • Support programteams in projectprogress reporting, projectmid-term review and final evaluation
    • Support and facilitate the highlighting of outcomes, impact and learning in program reports therebyincreasing the relevance of reports to donors and the widerhumanitarian community
    • Represent the technical content of NRCSproject work to stakeholders at implementation level
    • Identify areaswhere technical supportto project partners, and volunteers is required. Organise M&E trainings as required
    • Collate lessons learned and develop case studies to capture qualitative outputs of the project. Provide advice to project managers on improving project performance using M&E findings
    • Produce reports on M&E findings and prepare presentations based on M&Edata as required
    • Facilitate and consolidate quarterly reports for the NRCS SG and Governing Board as well as the Annual Report of the NRCS
    • Perform annualjob performance reviews of staff in the Department

    QUALIFICATIONS AND EXPERIENCE

    • First degree from reputable institution in Statistics, Project management, Computer Science, Public Health or related field
    • Minimum of 7 years relevant working experience in monitoring, performance-based management, planning and evaluation
    • Relevant professional training in monitoring, performance-based management, planning and evaluation
    • Work experience withother international organisations, large NGOs and/orgovernmental development agencies
    • Experience in programme report documentation and sharing of lessons learnt,and best practice

    Director Finance and Resources Management

    JOB DUTIES AND RESPONSIBILITIES

    The Director of Finance and Resource Management will have the following responsibilities:

    Budgeting and Planning

    • Leads the Budgeting processand guides the management on compliance and rationalization
    • Contribute to NRCS Strategic Development Planning
    • Provide technical support to budget holders/head of departments and units in development of their budgets
    • Support in funding plan, strategies and putting supportive systems in place to ensure accountability
    • Oversee cash flow management process making sure that funds are available for operational use
    • Coordinate cash forecasts with HODs and Branch teams
    • Consolidate the NRCS budgetsand give overviewto senior management team
    • Lead the budget revisionsessions and advise on their realism, consistency and compliance with applicable standards
    • Coordinate proactive monitoring and reporting of budget positions to all departments and programs
    • Review monthlybudget monitoring reportsand take corrective action

    Financial Control

    • Coordinate the development and implementation of finance and accounting policies,processes and procedures in line with leading practices
    • Identify risks and financialimplications of variousprojects/ initiatives and advise the Secretary General and management team accordingly
    • Oversee the establishment of efficient controlsto mitigate identified financial risks
    • Review and authorizekey expenditures/ transactions of the departments in line with the NRCS approved budget and manual of financial authority

    Treasury Management

    • Proactively manage and monitorNRCS cash flows, ensure optimalcash management and implement best practice in treasury management procedures
    • Review cash request analysisand ensure that the NRCS has enough cash to run its activities
    • Provide regularcash forecasts for the attention of the Secretary General
    • Implement mechanisms to safeguard NRCS liquid and fixed assets in line with NRCS financial policies

    Donor Reporting

    • Review the finance sectionsof funding proposals for donors
    • Compile accurate, regular and timelyfinancial and narrative reports for NRCS and for donors
    • Coordinate the donor financial reporting process ensuring that the reports are prepared and sent to the donors before due dates

    Financial Analysis& Reporting and Tax

    • Provide timely,accurate and relevantfinancial information/reports to aid management decision making
    • Manage NRCS statutory reportingobligations on an accurate and timely basis including production of annual reports and accounts
    • Ensure    all     recommendations    from    the    external    auditor’s                   management                        letters are adequatelyaddressed
    • Oversee tax planning to optimize NRCS tax position (majorly PAYE) and ensure compliance accordingly

    Accounting and Book-keeping

    • Oversee paymentprocess to ensurethat all transactions are within acceptedstandards and in accordance with laid down processes
    • Set up a functioning accounting system that ensures transactions are captured accurately and in a timely manner
    • Set up month end calendar and ensure it is strictlyadhered to
    • Review and validate all balance reconciliations
    • Carry out frequent data backups for the FinanceDepartment
    • Oversee filing system to enable easy retrieval of information

    Capacity Buildingfor Finance and Program staff

    • Support and train key finance staff and other staff on finance management as required
    • Provide advice on improving the financial reporting component as well as the use and benefit of international accounting standards
    • Ensure that lessons learnt and good practice  future financial management
    • Develop finance structure and ensure the department has adequate expertisein achieving efficiency and effectiveness in supporting NRCS using a customer-oriented approach
    • Participatein recruitment of new staff within the department
    • Induct and train new financestaff in collaboration with HR
    • Facilitate effective delegation, support and follow up to buildcapacities of finance staff
    • Maintain a motivated and effective team
    • Periodic establishment of objectives and carrying out regular performance reviews
    • Support finance staff in development of learning objectives and championing necessary training opportunities with the aim of increasing department staff expertise

    QUALIFICATIONS AND EXPERIENCE

    • Manage direct line reports and assigned resourcessuch as financial, equipment, etc.
    • Monitor Key Performance Areas to ensure an adequatefinancial management of operation projects at all levels
    • Prepare adhoc analysisreports to the management team (e.g. financialimplications and budgets for the existing plans, allocation of shared costs, etc.)
